In my election declaration, I stressed that "there is no need for a major reversal of policy. We only need an appropriately proactive government which seeks change while maintaining stability."
From today, we will turn words into deeds. We will focus our energy on addressing the major and pressing issues. To formulate effective policies and strategies, the preparatory task forces on Economic Development Commission, Financial Services Development Council and Commission on Poverty will commence operation today. They will address issues from a high-level perspective and with inter-departmental and cross-sector collaboration. We will ensure that both policy research and implementation deliver results.
Continued economic development is the foundation of Hong Kong's prosperity. The livelihoods of our people depend on it. Our business and financial sectors have been the major driving forces behind Hong Kong's economic development.
To promote sustained and robust economic development, the Government must assist investors and enterprises, large and small, to seize opportunities arising from our nation's and the world's economic growth. Economic diversification and thriving industries can improve our job market, provide better opportunities for upward mobility and contribute to a stronger middle class.
Our country has given Hong Kong strong backing in the National 12th Five-Year Plan. We must capitalise on the opportunities to consolidate and elevate Hong Kong's status as an international financial centre and help the shipping industry to restructure and upgrade.
We must also fully implement all economic and trade agreements signed with Mainland counterparts to expand job opportunities and development potential in the Mainland for Hong Kong people.
We also need to formulate industry policy to promote and support the pillar industries that are essential to our economic development, including supporting Hong Kong enterprises operating outside Hong Kong and new industries with growth potential.
We fully recognise the contribution to our economy by Hong Kong businesses operating in the Mainland and will continue to support their restructuring and upgrading.
For our economy to flourish, we must ensure that issues relating to our population and livelihood are properly addressed.
The quality of our society depends on the quality of our people, which in turn depends on the quality of education. My Government will carry out long-term planning on population policy to improve our population structure and the quality of our people. This will sustain steady development of our society and economy, create a bright future for individuals and nurture outstanding talents for society.
To this end, education policies must be devised from a professional perspective, taking a student-oriented approach to enable students to equip themselves well and achieve their full potential.

今后,我們必須坐言起行,集中力量應(yīng)對重大和迫切的問題。為了制定有效的策略和政策,“扶貧委員會(huì)”、“經(jīng)濟(jì)發(fā)展委員會(huì)”和“金融發(fā)展局”的籌備小組,今天正式開始工作,要從高層次、跨部門、跨界別處理相關(guān)問題,務(wù)求在政策研究和落實(shí)兩個(gè)方面做得到位。
經(jīng)濟(jì)持續(xù)發(fā)展是香港繁榮的根基,是市民生活的依靠。工商金融界一直是香港經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿Γ瑢ο愀圬暙I(xiàn)巨大。
要促進(jìn)持續(xù)和高速的經(jīng)濟(jì)發(fā)展,政府必須協(xié)助香港大小投資者和企業(yè),把握國家和全球的經(jīng)濟(jì)發(fā)展機(jī)遇,開拓空間,爭取經(jīng)濟(jì)多元發(fā)展,興旺百業(yè),讓市民優(yōu)質(zhì)就業(yè),共享繁榮,增加市民向上流動(dòng)的機(jī)會(huì),使中產(chǎn)階層不斷壯大。
我們要善用國家在“十二五”規(guī)劃給予香港的支持,鞏固和提升國際金融和貿(mào)易中心地位,推動(dòng)航運(yùn)業(yè)轉(zhuǎn)型升級。
我們也要落實(shí)與內(nèi)地簽署的各項(xiàng)經(jīng)貿(mào)協(xié)議,擴(kuò)大香港人在內(nèi)地的就業(yè)和發(fā)展空間。
同時(shí)制定產(chǎn)業(yè)政策,促進(jìn)和支援對香港經(jīng)濟(jì)發(fā)展有重要作用的支柱產(chǎn)業(yè),包括境外的港資企業(yè),以及有潛力的新興產(chǎn)業(yè)。
我們要重視在內(nèi)地發(fā)展的港商對本地經(jīng)濟(jì)的貢獻(xiàn),持續(xù)支持內(nèi)地港商轉(zhuǎn)型升級。
經(jīng)濟(jì)要有所發(fā)展,人口問題和民生問題也要妥善處理。
社會(huì)的素質(zhì)取決于人的素質(zhì),人的素質(zhì)取決于教育的素質(zhì)。本屆政府將規(guī)劃長遠(yuǎn)人口政策,優(yōu)化人口結(jié)構(gòu)和人力資源,推動(dòng)社會(huì)和經(jīng)濟(jì)平穩(wěn)發(fā)展,為個(gè)人創(chuàng)造美好未來,為社會(huì)培育優(yōu)秀人才。
為此,教育政策要從專業(yè)出發(fā),以學(xué)生為本,讓學(xué)生“學(xué)有所成,學(xué)以致用”。
