安全應(yīng)該是普遍的。不能一個(gè)國(guó)家安全而其他國(guó)家不安全，一部分國(guó)家安全而另一部分國(guó)家不安全，更不能犧牲別國(guó)安全謀求自身所謂絕對(duì)安全。否則，就會(huì)像哈薩克斯坦諺語(yǔ)說(shuō)的那樣：“吹滅別人的燈，會(huì)燒掉自己的胡子?！?/td>	Security must be universal. We cannot just have the security of one or some countries while leaving the rest insecure, still less should one seek the so-called absolute security of itself at the expense of the security of others. Otherwise, just as a Kazakh proverb aptly puts it, "One who tries to blow out other's oil lamp will get his beard on fire."
安全應(yīng)該是平等的。各國(guó)都有平等參與地區(qū)安全事務(wù)的權(quán)利，也都有維護(hù)地區(qū)安全的責(zé)任。任何國(guó)家都不應(yīng)該謀求壟斷地區(qū)安全事務(wù)，侵害其他國(guó)家正當(dāng)權(quán)益。	Security must be equal. Every country has the equal right to participate in the security affairs of the region as well as the responsibility of upholding regional security. No country should attempt to dominate regional security affairs or infringe upon the legitimate rights and interests of other countries.

We should turn Asia's diversity and the differences among Asian countries into the energy and driving force for regional security cooperation. We should abide by the basic norms governing international relations such as respecting sovereignty, independence and territorial integrity and non-interference in internal affairs, respect the social systems and development paths chosen by countries on their own, and fully respect and accommodate the legitimate security concerns of all parties. To beef up and entrench a military alliance targeted at a third party is not conducive to maintaining common security.
綜合，就是要統(tǒng)籌維護(hù)傳統(tǒng)領(lǐng)域和非傳統(tǒng)領(lǐng)域安全。亞洲安全問(wèn)題極為復(fù)雜，既有熱點(diǎn)敏感問(wèn)題，又有民族宗教矛盾，恐怖主義、跨國(guó)犯罪、環(huán)境安全、網(wǎng)絡(luò)安全、能源資源安全、重大自然災(zāi)害等帶來(lái)的挑戰(zhàn)明顯上升，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅相互交織，安全問(wèn)題的內(nèi)涵和外延都在進(jìn)一步拓展。	Comprehensive security means upholding security in both traditional and non-traditional fields. Asia's security challenges are extremely complicated, which include both hotspot and sensitive issues and ethnic and religious problems. The challenges brought by terrorism, transnational crimes, environmental security, cyber security, energy and resource security and major natural disasters are clearly on the rise. Traditional and non-traditional security threats are interwoven. Security is a growing issue in both scope and implication.
我們應(yīng)該通盤考慮亞洲安全問(wèn)題的歷史經(jīng)緯和現(xiàn)實(shí)狀況，多管齊下、綜合施策，協(xié)調(diào)推進(jìn)地區(qū)安全治理。既要著力解決當(dāng)前突出的地區(qū)安全問(wèn)題，又要統(tǒng)籌謀劃如何應(yīng)對(duì)各類潛在的安全威脅，避免頭痛醫(yī)頭、腳痛醫(yī)腳。	We should take into full account the historical background and reality of Asia's security issues, adopt a multi-pronged and holistic approach, and enhance regional security governance in a coordinated way. While tackling the immediate security challenges facing the region, we should also make plans for addressing potential security threats, and avoid a fragmented and palliative approach that only treats the symptoms.
對(duì)恐怖主義、分裂主義、極端主義這“三股勢(shì)力”，必須采取零容忍態(tài)度，加強(qiáng)國(guó)際和地區(qū)合作，加大打擊力度，使本地區(qū)人民都能夠在安寧祥和的土地上幸福生活。	We should have zero tolerance for terrorism, separatism and extremism, strengthen international and regional cooperation, and step up the fight against the three forces, in order to bring a life of happiness and tranquility to the people of this region.
合作，就是要通過(guò)對(duì)話合作，促進(jìn)各國(guó)和本地區(qū)安全。有句諺語(yǔ)說(shuō)得好：“力量不在胳膊上，而在團(tuán)結(jié)上?！币ㄟ^(guò)坦誠(chéng)深入的對(duì)話溝通，增進(jìn)戰(zhàn)略互信，減少相互猜疑，求同化異、和睦相處。要著眼各國(guó)共同安全利益，從低敏感領(lǐng)域入手，積極培育合作應(yīng)對(duì)安全挑戰(zhàn)的意識(shí)，不斷擴(kuò)大合作領(lǐng)域、創(chuàng)新合作方式，以合作謀和平、以合作促安全。要堅(jiān)持以和平方式解決爭(zhēng)端，反對(duì)動(dòng)輒使用武力或以武力相威脅，反對(duì)為一己之私挑起事端、激化矛盾，反對(duì)以鄰為壑、損人利己。	Cooperative security means promoting the security of both individual countries and the region as a whole through dialogue and cooperation. As the proverb goes, "Strength does not come from the muscle of the arms, but from the unison of the heart." We should engage in sincere and in-depth dialogue and communication to increase strategic mutual trust, reduce mutual misgivings, seek common ground while resolving differences and live in harmony with each other. We should bear in mind the common security interests of all countries, and start with low-sensitivity areas to build the awareness of meeting security challenges through cooperation. We should expand the scope and means of cooperation and promote peace and security through cooperation. We should stay committed to resolving disputes through peaceful means, stand against the arbitrary use or threat of force, oppose the provocation and escalation of tensions for selfish interests, and reject the practice of shifting trouble to neighbors and seeking selfish gains at the expense of others.
亞洲的事情歸根結(jié)底要靠亞洲人民來(lái)辦，亞洲的問(wèn)題歸根結(jié)底要靠亞洲人民來(lái)處理，亞洲的安全歸根結(jié)底要靠亞洲人民來(lái)維護(hù)。亞洲人民有能力、有智慧通過(guò)加強(qiáng)合作來(lái)實(shí)現(xiàn)亞洲和平穩(wěn)定。	In the final analysis, it is for the people of Asia to run the affairs of Asia, solve the problems of Asia and uphold the security of Asia. The people of Asia have the capability and wisdom to achieve peace and stability in the region through enhanced cooperation.
亞洲是開(kāi)放的亞洲。亞洲國(guó)家在加強(qiáng)自身合作的同時(shí)，要堅(jiān)定致力于同其他地區(qū)國(guó)家、其他地區(qū)和國(guó)際組織的合作，歡迎各方為亞洲安全和合作發(fā)揮積極和建設(shè)性作用，努力實(shí)現(xiàn)雙贏、多贏、共贏。	Asia is open to the world. While enhancing their own cooperation with each other, countries in Asia must also firmly commit themselves to cooperation with countries in other parts of the world, other regions and international organizations. We welcome all parties to play a positive and constructive role in promoting Asia's security and cooperation and work together to achieve win-win outcomes for all.
