能源是支撐人類文明進(jìn)步的物質(zhì)基礎(chǔ)，是現(xiàn)代社會(huì)發(fā)展不可或缺的基本條件。在中國(guó)實(shí)現(xiàn)現(xiàn)代化和全體人民共同富裕的進(jìn)程中，能源始終是一個(gè)重大戰(zhàn)略問題。	Energy is the material basis for the progress of human civilization and an indispensable basic condition for the development of modern society. It remains a major strategic issue for China as the country moves towards its goals of modernization and common prosperity for its people.
20世紀(jì)70年代末實(shí)行改革開放以來，中國(guó)的能源事業(yè)取得了長(zhǎng)足發(fā)展。目前，中國(guó)已成為世界上最大的能源生產(chǎn)國(guó)，形成了煤炭、電力、石油天然氣以及新能源和可再生能源全面發(fā)展的能源供應(yīng)體系，能源普遍服務(wù)水平大幅提升，居民生活用能條件極大改善。能源的發(fā)展，為消除貧困、改善民生、保持經(jīng)濟(jì)長(zhǎng)期平穩(wěn)較快發(fā)展提供了有力保障。	Since China adopted the policy of reform and opening up in the late 1970s, its energy industry has made great advances. China is now the world's largest energy producer. It has built up a comprehensive energy supply system comprising coal, electricity, petroleum, natural gas, and new and renewable energy resources. Its universal energy service and civil energy use conditions have markedly improved. Its thriving energy industry provides a guarantee for the country to reduce poverty, improve the people's livelihood and maintain long-term, steady and rapid economic development.
中國(guó)能源發(fā)展面臨著諸多挑戰(zhàn)。能源資源稟賦不高，煤炭、石油、天然氣人均擁有量較低。能源消費(fèi)總量近年來增長(zhǎng)過快，保障能源供應(yīng)壓力增大?；茉创笠?guī)模開發(fā)利用，對(duì)生態(tài)環(huán)境造成一定程度的影響。	However, China's energy development still faces many challenges. The country's energy resource endowment is not high and its per-capita share of coal, petroleum and natural gas is low. Its energy consumption has grown too quickly in recent years, increasing the strain on energy supply. Fossil energy resources have been exploited on a large scale, causing a certain amount of damage to the eco-environment.
為減少對(duì)能源資源的過度消耗，實(shí)現(xiàn)經(jīng)濟(jì)、社會(huì)、生態(tài)全面協(xié)調(diào)可持續(xù)發(fā)展，中國(guó)不斷加大節(jié)能減排力度，努力提高能源利用效率，單位國(guó)內(nèi)生產(chǎn)總值能源消耗逐年下降。中國(guó)將以科學(xué)發(fā)展觀為指導(dǎo)，切實(shí)轉(zhuǎn)變發(fā)展方式，著力建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)，依靠能源科技創(chuàng)新和體制創(chuàng)新，全面提升能源效率，大力發(fā)展新能源和可再生能源，推動(dòng)化石能源的清潔高效開發(fā)利用，努力構(gòu)建安全、穩(wěn)定、經(jīng)濟(jì)、清潔的現(xiàn)代能源產(chǎn)業(yè)體系，為中國(guó)全面建設(shè)小康社會(huì)提供更加堅(jiān)實(shí)的能源保障，為世界經(jīng)濟(jì)發(fā)展作出更大貢獻(xiàn)。	To curb excessive consumption of energy resources and achieve the comprehensive, balanced and sustainable development of the economy, society and ecology, China keeps strengthening its efforts in energy conservation and emission reduction, and strives to raise the efficiency of energy utilization. As a result, energy consumption per unit of GDP has been decreasing year by year. China will continue to take the Scientific Outlook on Development as its guiding principle, and work hard to transform its development pattern, giving prominence to building a resource-conserving and environment-friendly society. It relies on scientific, technological and system innovation to raise efficiency in all aspects of energy utilization, further develops new and renewable energy resources, and promotes the clean and efficient development and utilization of fossil energy resources. The country endeavors to build a modern energy industry which is secure, stable, economical and clean, in order to provide a solid guarantee for building a moderately prosperous society in all respects and make greater contributions to the world's economic development.
