??????? 一直懸而未決的第三方支付“身份”問題，終于有了一個(gè)明確的說(shuō)法。中國(guó)人民銀行6月21日發(fā)布《非金融機(jī)構(gòu)支付服務(wù)管理辦法》，規(guī)范非金融機(jī)構(gòu)支付業(yè)務(wù)。據(jù)悉，自今年9月1日起，所有從事第三方支付的企業(yè)，必須在實(shí)施之日起一年內(nèi)申請(qǐng)取得支付業(yè)務(wù)許可證，否則不得從事網(wǎng)絡(luò)支付。請(qǐng)看《中國(guó)日?qǐng)?bào)》報(bào)道：

???????所謂第三方支付，就是一些和產(chǎn)品所在國(guó)家以及國(guó)外各大銀行簽約、并具備一定實(shí)力和信譽(yù)保障的第三方獨(dú)立機(jī)構(gòu)提供的交易支持平臺(tái)。在通過(guò)第三方支付平臺(tái)的交易中，買方選購(gòu)商品后，使用第三方平臺(tái)提供的賬戶進(jìn)行貨款支付，由第三方通知賣家貨款到達(dá)、進(jìn)行發(fā)貨；買方檢驗(yàn)物品后，就可以通知付款給賣家，第三方再將款項(xiàng)轉(zhuǎn)至賣家賬戶。WikiAnswers這樣定義：
