?????? 保障性住房是與商品性住房（簡(jiǎn)稱商品房，即condo/condominium）相對(duì)應(yīng)的一個(gè)概念。保障性住房是指政府在對(duì)中低收入家庭實(shí)行分類保障過(guò)程中所提供的限定供應(yīng)對(duì)象、建設(shè)標(biāo)準(zhǔn)、銷售價(jià)格或租金標(biāo)準(zhǔn)，具有社會(huì)保障性質(zhì)的住房。我們常說(shuō)的經(jīng)濟(jì)適用房（affordable housing）和廉租房（low-rent housing）就屬于這類住房。

In 2009, the central government's public investment was 924.3 billion yuan, 503.8 billion yuan more than in the previous year's budget. Of this, 44% was invested in low-income housing, projects to improve the wellbeing of rural residents, and social programs; 16% in independent innovation, restructuring, energy conservation, emissions reductions, and ecological improvement; 23% in major infrastructure projects; and 14% in post-Wenchuan earthquake recovery and reconstruction.

Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.
