Departments of the Governments
The people's governments at all levels may set up various departments as needed through legal procedures to each take charge of organizing and managing executive affairs in a certain sector.
The departments of the State Council include a general office, component departments, an ad hoc agency directly under the State Council, institutions directly affiliated to the State Council, administrative bodies, public institutions directly under the State Council, and state bureaus under the direction of the ministries or commissions under the State Council.
The departments of the provincial people's governments include a general office, component departments, and organs or ad hoc agencies directly affiliated to those governments.
While receiving leadership from their governments, the departments of the local people's governments also receive guidance from the corresponding departments of the governments at higher levels or other competent institutions. These departments also have coordination among themselves with mutual checks.
政府工作部門
政府工作部門,即各級人民政府根據(jù)工作需要,經(jīng)過法定的程序設置的,分別負責組織和管理某一方面行政事務的部門。國務院工作部門分為國務院辦公廳、國務院組成部門、國務院直屬特設機構、國務院直屬機構、國務院辦事機構、國務院直屬事業(yè)單位和國務院部委管理的國家局。省級人民政府工作部門分為辦公廳和組成部門、直屬特設機構、直屬機構,或辦公廳和組成部門、直屬機構。
地方人民政府工作部門,在接受同級政府領導的同時,在業(yè)務上也接受上級政府工作部門對口或對應機構的指導,同時,相互間亦具有配合、協(xié)調及一定的制約關系。
