Institutions Under Vertical Management
The institutions under vertical management are the representative bodies or agencies that are set up by the central government or local government departments for handling affairs in a particular location. The central government or local government departments exercise vertical leadership over their dispatched representative bodies or agencies, and the latter's composition, staffing, finance, and supplies are all managed by their superior government departments. Local governments do not have the power of direct management over such bodies or agencies located within their geographical jurisdiction.
Currently there are only two types of such institutions, either under the central government or under the provincial governments.
垂直管理機(jī)構(gòu)
垂直管理機(jī)構(gòu),即中央政府或地方政府部門、單位為處理在地方的事務(wù)而設(shè)置的若干派出機(jī)構(gòu)或分支機(jī)構(gòu)。中央政府或上級(jí)政府部門、單位與其派出機(jī)構(gòu)或分支機(jī)構(gòu)是垂直領(lǐng)導(dǎo)關(guān)系,其機(jī)構(gòu)設(shè)置、人員編制、財(cái)務(wù)、物資供應(yīng)等均由上級(jí)政府部門直接管理,地方政府對(duì)設(shè)立在本行政區(qū)域內(nèi)的這些機(jī)構(gòu)、單位沒有直接管理關(guān)系。目前垂直管理主要有兩種類型:中央政府部門垂直管理和派出機(jī)構(gòu)、省以下垂直管理機(jī)構(gòu)。
