Subdistrict Offices in Cities
Subdistrict offices are the management bodies of the township-level administrative subdistricts in cities. With the approval of the people's governments at the next higher level, the people's governments of municipal districts and cities not divided into districts may set up subdistrict offices as their dispatched representatives.
The chief of a subdistrict office assumes overall responsibility. Under the leadership of the Party working committee of the subdistrict, the subdistrict office carries out the Party's guideline, principles, and policies; exercises law-based comprehensive functions related to public services, urban management, and social governance of the subdistrict under its jurisdiction and coordinates local, social and public work. To encourage the social sectors to join the services and social governance, the subdistrict office may purchase their services, support venture philanthropy, grant subsidies and rewards, provide resources, offer special assistance, commission projects, train personnel, and offer free access to or rental reduction for venues used for various activities.
街道辦事處
街道辦事處是中國鄉(xiāng)級行政區(qū)街道的管理機構(gòu)。市轄區(qū)、不設(shè)區(qū)的市的人民政府,經(jīng)上一級人民政府批準,可以設(shè)立若干街道辦事處,作為政府派出機關(guān)。街道辦事處實行主任負責制?;韭毮苁牵涸诒窘值傈h的工作委員會領(lǐng)導(dǎo)下,執(zhí)行黨的路線方針政策,依法履行轄區(qū)公共服務(wù)、城市管理、社會治理等綜合管理職能,統(tǒng)籌協(xié)調(diào)轄區(qū)地區(qū)性、社會性、群眾性工作。街道辦事處可以通過購買服務(wù)、公益創(chuàng)投、補貼獎勵、資源支持、專項扶持、項目承接、人員培訓、活動場地費用減免等方式,鼓勵、引導(dǎo)社會力量參與轄區(qū)的服務(wù)管理和社會治理。
