Participation in and Deliberation on the Administration of State Affairs

This is an important way for the CPPCC members to perform their duties by conducting research, conveying public opinion, and engaging in consultation and discussions regarding major issues in political, economic, cultural and social activities, environmental protection, and other issues of extensive public concern. Through research reports, proposals, and other means, they submit their opinions and suggestions to the CPC and the state organs.

This also helps the leading bodies of the Party and the government hear the comments and suggestions of the CPPCC's participating political parties, people's organizations, and representatives from various ethnic groups and sectors of society in order to improve their work.

The CPPCC members often select forward-looking topics of overriding importance and conduct in-depth research, engage in consultation, and offer suggestions. Their extensive contact with different sectors of society and reservoir of talent and expertise help them learn about and convey the wishes and aspirations of different social strata and different social groups.

參政議政

參政議政是對政治、經(jīng)濟(jì)、文化、社會生活和生態(tài)環(huán)境等方面的重要問題以及人民群眾普遍關(guān)心的問題，開展調(diào)查研究，反映社情民意，進(jìn)行協(xié)商討論；通過調(diào)研報(bào)告、提案、建議案或其他形式，向中國共產(chǎn)黨和國家機(jī)關(guān)提出意見和建議。參政議政是人民政協(xié)履行職能的重要形式，也是黨政領(lǐng)導(dǎo)機(jī)關(guān)經(jīng)常聽取參加人民政協(xié)的各民主黨派、人民團(tuán)體和各族各界人士的意見和建議，切實(shí)做好工作的有效方式。

人民政協(xié)要選擇經(jīng)濟(jì)社會發(fā)展中具有綜合性、全局性、前瞻性的課題，深入調(diào)查研究，開展咨詢論證，提出意見和建議；同時，要運(yùn)用包容各界、聯(lián)系廣泛、人才聚集的有利條件，了解和反映社會不同階層、不同群體的愿望和要求。
