SASAC of the State Council

The State-owned Assets Supervision and Administration Commission (SASAC) is an ad hoc agency directly under the State Council. Empowered by the State Council, the commission acts as the investor on behalf of the state and supervises the maintenance and increase in value of the state assets of the enterprises under its supervision. There are 24 subordinate bodies under the commission.

The main duties of the commission include:

? supervising and strengthening the management of the state assets of central government enterprises (excluding financial companies);

? supervising the maintenance and increase in value of the state assets of enterprises under its supervision;

? guiding and promoting the reform and restructuring of SOEs, helping them improve their management systems and structure, and adjusting the strategic configuration and structure of the state-owned economy;

? appointing and removing the persons in charge of SOEs under its supervision, reviewing their performance, issuing rewards or sanctions, establishing mechanisms for selecting and appointing competent managers in accordance with the needs of modern enterprises and the socialist market economy, and improving the systems of incentives to and restraints on individual managers;

? ensuring that the enterprises under its supervision hand over the benefits of their state assets, helping devise management methods for the budgets of state assets, and taking charge of the drafting and execution of the budgets;

? ensuring that the enterprises under its supervision implement state policies, laws, regulations, and norms related to workplace safety; 

? exercising basic management of the state assets of the enterprises, drafting laws and regulations on the management of state assets, developing relevant rules and regulations, and guiding and supervising local state assets management in accordance with the law.

國(guó)務(wù)院國(guó)有資產(chǎn)監(jiān)督管理委員會(huì)（國(guó)務(wù)院國(guó)資委）是國(guó)務(wù)院直屬特設(shè)機(jī)構(gòu)，根據(jù)國(guó)務(wù)院授權(quán)，代表國(guó)家履行出資人職責(zé)，對(duì)所監(jiān)管企業(yè)國(guó)有資產(chǎn)的保值增值進(jìn)行監(jiān)督。國(guó)務(wù)院國(guó)有資產(chǎn)監(jiān)督管理委員會(huì)設(shè)有24個(gè)內(nèi)設(shè)機(jī)構(gòu)。

國(guó)務(wù)院國(guó)資委的主要職責(zé)包括：監(jiān)管中央所屬企業(yè)（不含金融類企業(yè)）的國(guó)有資產(chǎn)，加強(qiáng)國(guó)有資產(chǎn)的管理工作；承擔(dān)監(jiān)督所監(jiān)管企業(yè)國(guó)有資產(chǎn)保值增值的責(zé)任；指導(dǎo)推進(jìn)國(guó)有企業(yè)改革和重組，推進(jìn)國(guó)有企業(yè)的現(xiàn)代企業(yè)制度建設(shè)，完善公司治理結(jié)構(gòu)，推動(dòng)國(guó)有經(jīng)濟(jì)布局和結(jié)構(gòu)的戰(zhàn)略性調(diào)整；通過(guò)法定程序?qū)λO(jiān)管企業(yè)負(fù)責(zé)人進(jìn)行任免、考核并根據(jù)其經(jīng)營(yíng)業(yè)績(jī)進(jìn)行獎(jiǎng)懲，建立符合社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制和現(xiàn)代企業(yè)制度要求的選人、用人機(jī)制，完善經(jīng)營(yíng)者激勵(lì)和約束制度；組織所監(jiān)管企業(yè)上交國(guó)有資本收益，參與制定國(guó)有資本經(jīng)營(yíng)預(yù)算有關(guān)管理制度和辦法，負(fù)責(zé)國(guó)有資本經(jīng)營(yíng)預(yù)決算編制和執(zhí)行等工作；督促檢查所監(jiān)管企業(yè)貫徹落實(shí)國(guó)家安全生產(chǎn)方針政策及有關(guān)法律法規(guī)、標(biāo)準(zhǔn)等工作；負(fù)責(zé)企業(yè)國(guó)有資產(chǎn)基礎(chǔ)管理，起草國(guó)有資產(chǎn)管理的法律法規(guī)草案，制定有關(guān)規(guī)章、制度，依法對(duì)地方國(guó)有資產(chǎn)管理工作進(jìn)行指導(dǎo)和監(jiān)督等。
