Commercial SOEs
Commercial SOEs are tasked with boosting the state-owned economy, augmenting the functions of state capital, and maintaining and increasing the value of state assets. They conduct commercial operations in line with market demand and manage independent production and business activities in accordance with the law, to ensure that they can survive in a competitive market or they are wound up in an orderly manner.
There are three types of commercial SOEs: those operating in fully competitive industries and fields; those undertaking major tasks or engaging in important industries and key fields that have a bearing on national security and the economy; those operating in natural monopoly industries.
商業(yè)類國有企業(yè)
商業(yè)類國有企業(yè)以增強(qiáng)國有經(jīng)濟(jì)活力、放大國有資本功能、實(shí)現(xiàn)國有資產(chǎn)保值增值為主要目標(biāo),按照市場化要求實(shí)行商業(yè)化運(yùn)作,依法獨(dú)立自主開展生產(chǎn)經(jīng)營活動,實(shí)現(xiàn)優(yōu)勝劣汰、有序進(jìn)退。
商業(yè)類國有企業(yè)可進(jìn)一步細(xì)分為三種不同情況:主業(yè)處于充分競爭行業(yè)和領(lǐng)域的商業(yè)類國有企業(yè);主業(yè)處于關(guān)系國家安全、國民經(jīng)濟(jì)命脈的重要行業(yè)和關(guān)鍵領(lǐng)域、主要承擔(dān)重大專項(xiàng)任務(wù)的商業(yè)類國有企業(yè);處于自然壟斷行業(yè)的商業(yè)類國有企業(yè)。
