Public-Interest SOEs
The mission of these SOEs is to ensure the people's wellbeing and provide public goods and services, and the pricing of their key products and services is controlled by the government. They need to introduce market mechanisms to help improve their efficiency and capabilities.
Public-interest SOEs operating under the central government mainly engage in petroleum, petrochemicals, the power grid, and telecommunications, and local public-interest SOEs provide water, gas, and public transport.
These SOEs are wholly state-owned in general. They may also introduce other investors and invite non-state-owned enterprises to join their operations by way of purchasing services, franchising, and commissioning.

公益類國(guó)有企業(yè)以保障民生、服務(wù)社會(huì)、提供公共產(chǎn)品和服務(wù)為主要目標(biāo),必要的產(chǎn)品或服務(wù)價(jià)格可以由政府調(diào)控;要積極引入市場(chǎng)機(jī)制,不斷提高公共服務(wù)效率和能力。
公益類國(guó)有企業(yè)在中央層面包括如石油石化、電網(wǎng)、通信服務(wù)等領(lǐng)域的企業(yè);在地方層面包括供水、供氣、公共交通等方面的企業(yè)。
公益類國(guó)有企業(yè)可以采取國(guó)有獨(dú)資形式,具備條件的也可以推行投資主體多元化,還可以通過(guò)購(gòu)買服務(wù)、特許經(jīng)營(yíng)、委托代理等方式,鼓勵(lì)非國(guó)有企業(yè)參與經(jīng)營(yíng)。
