Circular Development

Circular development is a model of economic development that aims to build a circular system for industry, agriculture and tertiary industry, which integrates production and living systems, thus forming an intensive growth model featuring a circle of resource–product–waste–recycled resource.

Pursuing circular development is a major strategy for China's economic and social development. It is an effective way to promote green development and build an eco-civilization. In May 2017, 14 ministries and commissions including the National Development and Reform Commission issued an action plan for circular development. The document stated that circular development will follow green transformation as the leading goal, which will be propelled by innovation, backed by institutional improvement, and supported by coordination. The major goals of circular development are to introduce a green, circular and low-carbon industrial system, an urban circular development system, a strategic supply system of resources, and new ways of life for the people.

循環(huán)發(fā)展

循環(huán)發(fā)展，就是從發(fā)展模式角度界定循環(huán)經(jīng)濟(jì)，旨在建立循環(huán)型工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)產(chǎn)業(yè)體系，實(shí)現(xiàn)生產(chǎn)系統(tǒng)和生活系統(tǒng)的循環(huán)鏈接，形成“資源—產(chǎn)品—廢棄—再生資源”的集約型增長(zhǎng)模式。

循環(huán)發(fā)展是中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的一項(xiàng)重大戰(zhàn)略，是建設(shè)生態(tài)文明、推動(dòng)綠色發(fā)展的重要途徑。2017年5月，國(guó)家發(fā)展改革委等14個(gè)部委聯(lián)合印發(fā)《循環(huán)發(fā)展引領(lǐng)行動(dòng)》，提出循環(huán)發(fā)展的基本原則，即堅(jiān)持以綠色轉(zhuǎn)型為方向，堅(jiān)持以制度建設(shè)為關(guān)鍵，堅(jiān)持以創(chuàng)新開放為驅(qū)動(dòng)，堅(jiān)持以協(xié)調(diào)共享為支撐；同時(shí)，明確循環(huán)發(fā)展的主要目標(biāo)，即綠色循環(huán)低碳產(chǎn)業(yè)體系初步形成，城鎮(zhèn)循環(huán)發(fā)展體系基本建立，新的資源戰(zhàn)略保障體系基本構(gòu)建，綠色生活方式基本形成。
