Compliance with the Convention on Nuclear Safety and the Joint Convention 

The Chinese government always attaches great importance to nuclear safety. Having acceded to international conventions in this field, including the Convention on Nuclear Safety (CNS) and the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention), China is committed to fulfilling its obligations to the international community and the responsibilities for protecting the safety of its nuclear facilities, and makes unremitting efforts to achieve and maintain a high level of safety for its nuclear facilities by international standards. 

China fulfils its obligations under the CNS and the Joint Convention by submitting periodic national reports, conducting peer reviews with other parties to the conventions, participating in review meetings of the contracting parties to the conventions, and developing and implementing action plans for improvement on the basis of review findings and recommendations. China also actively engages in activities related to the implementation of the conventions organized by the IAEA. 

China's compliance framework and mechanisms are constantly adjusted and strengthened as part of the national effort to ensure nuclear and radiation safety. Internal controls for better compliance are reinforced by improved data collection by categories and the rollout of a comprehensive compliance database. 

核安全履約

中國(guó)政府一貫高度重視核安全，先后加入了《核安全公約》《乏燃料管理安全和放射性廢物管理安全聯(lián)合公約》等國(guó)際公約，認(rèn)真履行對(duì)國(guó)際社會(huì)承諾的各項(xiàng)義務(wù)，承擔(dān)對(duì)本國(guó)核設(shè)施的安全責(zé)任，并為達(dá)到和維護(hù)國(guó)際公認(rèn)的高水平核安全而不懈努力。

按照公約履約要求，中國(guó)定期編制和提交國(guó)家報(bào)告，在各締約方之間開(kāi)展同行審議，出席履約審議大會(huì)并接受?chē)?guó)際社會(huì)的審查和監(jiān)督，對(duì)履約會(huì)議的成果進(jìn)行總結(jié)分析并制訂后續(xù)的改進(jìn)行動(dòng)計(jì)劃。中國(guó)積極參加國(guó)際原子能機(jī)構(gòu)組織的各項(xiàng)履約相關(guān)活動(dòng)。

中國(guó)不斷調(diào)整和優(yōu)化履約組織機(jī)構(gòu)和工作機(jī)制，將履約作為促進(jìn)國(guó)內(nèi)核與輻射安全的重要手段；制定履約管理程序，對(duì)歷次履約過(guò)程中收集的信息進(jìn)行分類(lèi)整理，以形成完整的履約信息庫(kù)。
