An Innovative Approach to Building the People's Armed Forces

In his report to the 19th CPC National Congress, Xi Jinping called for an innovative approach to building the people's armed forces. 

This approach underscores the increased importance of innovation and requires expanded use of new technologies in enhancing the military's combat capabilities. It also requires an integrated push to develop innovative military doctrine, organizational and governance practices, technology and culture, in order to remake the military and substantially upgrade its combat capabilities through an innovation-driven process. The move to reinvent China's armed forces responds to global technology trends, including trends in the new industrial revolution, especially those related to military technology. It is based on a sound understanding of modern warfare and defense imperatives, and will prove critical to efforts in this regard. 

建設(shè)創(chuàng)新型人民軍隊(duì)

2017年10月18日，習(xí)近平在中國共產(chǎn)黨第十九次全國代表大會(huì)的報(bào)告中提出，建設(shè)創(chuàng)新型人民軍隊(duì)。建設(shè)創(chuàng)新型人民軍隊(duì)，要求把創(chuàng)新擺在更加突出的位置，堅(jiān)持向科技創(chuàng)新要戰(zhàn)斗力，統(tǒng)籌推進(jìn)軍事理論、技術(shù)、組織、管理、文化等各方面創(chuàng)新，把人民軍隊(duì)建設(shè)模式和戰(zhàn)斗力生成模式轉(zhuǎn)到創(chuàng)新驅(qū)動(dòng)發(fā)展軌道上來，推動(dòng)國防和軍隊(duì)建設(shè)實(shí)現(xiàn)新跨越。建設(shè)創(chuàng)新型人民軍隊(duì)，順應(yīng)了世界科技革命、產(chǎn)業(yè)革命、軍事革命發(fā)展趨勢(shì)，體現(xiàn)了對(duì)現(xiàn)代戰(zhàn)爭(zhēng)規(guī)律、軍隊(duì)建設(shè)規(guī)律的科學(xué)把握，對(duì)推進(jìn)強(qiáng)軍事業(yè)具有重要意義。
