A Four-Pronged Initiative to Modernize China's National Defense and Military

In his report to the 19th CPC National Congress, Xi Jinping called for an all-round push to modernize military theory, military organizational structure, service personnel, and weaponry, in sync with the nation's economic modernization. 

Modernizing military theory entails innovative development of Marxist military theory and creation of a unique theoretical framework that examines all aspects of war in a contemporary context and guides action to address any related challenges. 

Organizational modernization aims to bring about changes in governance practices and align these practices with well-defined objectives. 

Service personnel modernization requires enhanced measures for developing military talent to build a team of high-caliber military personnel, including joint operations commanders and specialists on new-type combat forces, technological innovation, and strategic management. 

To modernize weaponry and equipment, it is critical to enhance combat capabilities through technological innovation and speed up the development of high-tech weaponry and equipment that will prove effective in modern warfare and the efforts by the military to perform its duties. 

國防和軍隊(duì)建設(shè)“四個(gè)現(xiàn)代化”

2017年10月18日，習(xí)近平在中國共產(chǎn)黨第十九次全國代表大會的報(bào)告中提出，同國家現(xiàn)代化進(jìn)程相一致，全面推進(jìn)軍事理論現(xiàn)代化、軍隊(duì)組織形態(tài)現(xiàn)代化、軍事人員現(xiàn)代化、武器裝備現(xiàn)代化。軍事理論現(xiàn)代化，就是大力推進(jìn)馬克思主義軍事理論創(chuàng)新，加快形成具有時(shí)代性、引領(lǐng)性、獨(dú)特性的軍事理論體系。軍隊(duì)組織形態(tài)現(xiàn)代化，就是深化國防和軍隊(duì)改革，推進(jìn)軍事管理革命，構(gòu)建符合規(guī)律的科學(xué)制度機(jī)制。軍事人員現(xiàn)代化，就是加強(qiáng)軍事人才培養(yǎng)體系建設(shè)，大力培養(yǎng)聯(lián)合作戰(zhàn)指揮人才、新型作戰(zhàn)力量人才、高層次科技創(chuàng)新人才、高水平戰(zhàn)略管理人才，打造宏大的高素質(zhì)新型軍事人才隊(duì)伍。武器裝備現(xiàn)代化，就是堅(jiān)持向科技創(chuàng)新要戰(zhàn)斗力，加快發(fā)展高新技術(shù)武器裝備，盡快建成適應(yīng)現(xiàn)代戰(zhàn)爭和履行使命要求的武器裝備體系。
