A Rational, Coordinated, and Balanced Approach to Nuclear Security

Addressing the Third Nuclear Security Summit in the Hague on March 24, 2014, Xi Jinping outlined for the first time a rational, coordinated, and balanced approach to nuclear security. It places equal emphasis on: 

(a) development and security, to ensure safety and security in the development of nuclear energy; 

(b) rights and obligations of all countries, as far as international nuclear security is concerned; 

(c) independent projects and collaborative efforts, to ensure nuclear security for all; and 

(d) short-term measures and long-term solutions, the latter being aimed at removing associated risks at source. 

As the first country to propose such an approach, China is committed to making continued efforts to achieve lasting nuclear security.

理性、協(xié)調(diào)、并進(jìn)的核安全觀

中國是世界上第一個(gè)正式提出核安全觀的國家。2014年3月24日，在荷蘭海牙舉行的第三屆核安全峰會(huì)上，習(xí)近平發(fā)表重要講話，首次全面闡述了理性、協(xié)調(diào)、并進(jìn)的核安全觀。主要內(nèi)容可以概括為四句話：一是發(fā)展和安全并重，以確保安全為前提發(fā)展核能事業(yè)。二是權(quán)利和義務(wù)并重，以尊重各國權(quán)益為基礎(chǔ)推進(jìn)國際核安全進(jìn)程。三是自主和協(xié)作并重，以互利共贏為途徑尋求普遍核安全。四是治標(biāo)和治本并重，以消除根源為目標(biāo)全面推進(jìn)核安全努力。中國承諾，為實(shí)現(xiàn)持久核安全，愿意繼續(xù)作出自己的努力和貢獻(xiàn)。
