干部輪訓(xùn)

精準(zhǔn)扶貧不僅要使廣大貧困群眾早日精準(zhǔn)脫貧，更要在精準(zhǔn)扶貧的實(shí)踐中培養(yǎng)和鍛煉各級(jí)干部，改善基層治理。習(xí)近平曾對(duì)脫貧攻堅(jiān)工作作出重要指示：“基層一線扶貧工作者是脫貧攻堅(jiān)的生力軍，對(duì)他們要在政治上關(guān)心、工作上支持、生活上保障，支持他們?cè)诿撠毠?jiān)戰(zhàn)場(chǎng)上奮發(fā)有為、大顯身手?！备刹糠鲐毰嘤?xùn)正是支持扶貧工作者奮發(fā)作為的重要途徑，一條標(biāo)本兼顧的干部培養(yǎng)道路，是如期打贏脫貧攻堅(jiān)戰(zhàn)的現(xiàn)實(shí)需要，同樣也是國(guó)家治理體系現(xiàn)代化的需要。

為此，要突出抓好各級(jí)扶貧干部的學(xué)習(xí)培訓(xùn)。對(duì)縣級(jí)以上領(lǐng)導(dǎo)干部，重點(diǎn)是提高思想認(rèn)識(shí)，引導(dǎo)樹立正確政績(jī)觀，掌握精準(zhǔn)脫貧方法論，培養(yǎng)研究攻堅(jiān)問(wèn)題、解決攻堅(jiān)難題的能力。對(duì)基層干部，重點(diǎn)是提高實(shí)際能力，培育懂扶貧、會(huì)幫扶、作風(fēng)硬的扶貧干部隊(duì)伍。要吸引各類人才參與脫貧攻堅(jiān)和農(nóng)村發(fā)展，關(guān)心愛(ài)護(hù)基層一線扶貧干部，激勵(lì)他們?yōu)榇蚝妹撠毠?jiān)戰(zhàn)努力工作。

Rotation Training of Officials

While providing assistance to the poor, targeted poverty alleviation also offers a broad arena to test officials at all levels and improve community governance.

Xi Jinping has stated, "The frontline workers in the battle against poverty are the main forces. We should give them political care, support their work, guarantee their living conditions, and encourage them to distinguish themselves on the front line." Training is a way to give them great support. Training is also needed to ensure victory over poverty and to modernize China's state governance.

To this end, training must be well designed and well organized. Officials at county level and above will be guided to raise their theoretical understanding, foster a correct view of performance, learn to apply the methods of targeted poverty elimination, and increase their capacity for analyzing and tackling difficult problems. Community workers must improve their skills so that they understand poverty alleviation well, are able to offer proper assistance, and are strongly disciplined. More people will be encouraged to engage in poverty elimination and rural development, and community workers will receive good care and be motivated to work hard at the front line.
