Running of the Country by the People

In China all power of the state belongs to the people. It is therefore only natural that respect for the running of the country by the people is included as one of the basic policies for upholding and promoting socialism with Chinese characteristics for the new era.

The report to the 19th CPC National Congress emphasized the unity of the leadership by the CPC, the running of the country by the people, and the rule of law as a natural element of socialist political advancement.

Respect for the people’s role in the running of the country ensures the broadest reach, the most practical nature and the greatest effectiveness of China’s socialist democracy in safeguarding the fundamental interests of the people. The purpose of developing socialist democracy is to give full expression to the will of the people, protect their rights and interests, encourage creativity and innovation, and provide an institutional framework that ensures the role of the people.

人民當(dāng)家作主

在中國(guó)，國(guó)家的一切權(quán)力屬于人民。正因如此，“堅(jiān)持人民當(dāng)家作主”成為新時(shí)代堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義基本方略之一。中共十九大報(bào)告強(qiáng)調(diào)，堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國(guó)有機(jī)統(tǒng)一是社會(huì)主義政治發(fā)展的必然要求。必須堅(jiān)持中國(guó)特色社會(huì)主義政治發(fā)展道路，堅(jiān)持和完善人民代表大會(huì)制度、中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度、民族區(qū)域自治制度、基層群眾自治制度，鞏固和發(fā)展最廣泛的愛(ài)國(guó)統(tǒng)一戰(zhàn)線，發(fā)展社會(huì)主義協(xié)商民主，健全民主制度，豐富民主形式，拓寬民主渠道，把保證人民當(dāng)家作主落實(shí)到國(guó)家政治生活和社會(huì)生活之中?！皥?jiān)持人民當(dāng)家作主”彰顯了中國(guó)的社會(huì)主義民主是維護(hù)人民根本利益的最廣泛、最真實(shí)、最管用的民主。發(fā)展社會(huì)主義民主政治，就是要體現(xiàn)人民意志、保障人民權(quán)益、激發(fā)人民創(chuàng)造活力，用制度體系保證人民當(dāng)家作主。
