Making China a Country of Innovators
Innovation is the primary driving force behind development; it is the strategic underpinning for building a modernized economy.
Since the 18th CPC National Congress, China has made remarkable progress in implementing its strategy for innovation-driven development, raising the contribution of science and technology to economic growth from 52.2 percent in 2012 to 57.5 percent in 2017, and boosting a structural shift and industrial upgrading.
The report to the 19th CPC National Congress emphasized that China should aim for the frontiers of science and technology, strengthen basic research, and make major breakthroughs in pioneering basic research and groundbreaking and original innovations. China will strengthen basic research in applied sciences, launch major national science and technology projects, and prioritize innovation in key generic technologies, cutting-edge frontier technologies, modern engineering technologies, and disruptive technologies. These efforts will provide powerful support for building China’s strength in science and technology, product quality, aerospace, cyberspace, and transportation; and for building a digital China and a smart society.
China will improve its national innovation system and boost its strategic scientific and technological strength. It will further reform the management system for science and technology, and develop a market-oriented system for technological innovation in which enterprises are the main players and synergy is created through the joint efforts of enterprises, universities, and research institutes. It will support innovation by small and medium-sized enterprises and encourage the application of advances in science and technology.
China will foster a culture of innovation, and strengthen the creation, protection, and application of intellectual property. It should cultivate a large number of world-class scientists and technologists in strategically important fields, scientific and technological leaders, and young scientists and engineers, as well as high-performing innovation teams.

創(chuàng)新是引領(lǐng)發(fā)展的第一動力,是建設(shè)現(xiàn)代化經(jīng)濟(jì)體系的戰(zhàn)略支撐。中共十八大以來,中國在實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略上取得顯著成就,科技進(jìn)步對經(jīng)濟(jì)增長的貢獻(xiàn)率從2012年的52.2%提高到2017年的57.5%,有力推動了產(chǎn)業(yè)轉(zhuǎn)型升級。為加快創(chuàng)新型國家建設(shè),中共十九大報告強(qiáng)調(diào),瞄準(zhǔn)世界科技前沿,強(qiáng)化基礎(chǔ)研究,實(shí)現(xiàn)前瞻性基礎(chǔ)研究、引領(lǐng)性原創(chuàng)成果重大突破;加強(qiáng)應(yīng)用基礎(chǔ)研究,拓展實(shí)施國家重大科技項目,突出關(guān)鍵共性技術(shù)、前沿引領(lǐng)技術(shù)、現(xiàn)代工程技術(shù)、顛覆性技術(shù)創(chuàng)新,為建設(shè)科技強(qiáng)國、質(zhì)量強(qiáng)國、航天強(qiáng)國、網(wǎng)絡(luò)強(qiáng)國、交通強(qiáng)國、數(shù)字中國、智慧社會提供有力支撐;加強(qiáng)國家創(chuàng)新體系建設(shè),強(qiáng)化戰(zhàn)略科技力量;深化科技體制改革,建立以企業(yè)為主體、市場為導(dǎo)向、產(chǎn)學(xué)研深度融合的技術(shù)創(chuàng)新體系;加強(qiáng)對中小企業(yè)創(chuàng)新的支持,促進(jìn)科技成果轉(zhuǎn)化;倡導(dǎo)創(chuàng)新文化,強(qiáng)化知識產(chǎn)權(quán)創(chuàng)造、保護(hù)、運(yùn)用;培養(yǎng)造就一大批具有國際水平的戰(zhàn)略科技人才、科技領(lǐng)軍人才、青年科技人才和高水平創(chuàng)新團(tuán)隊。
