Open Development

The fourth component of the five development concepts, open development focuses on achieving development in the context of a closer relationship with the rest of the world. On this issue, Xi Jinping said: "We will never waver in our commitment to opening up to the outside world, which is a fundamental national policy of ours. We will never close our doors, and we must keep an open mind. In China, development happens with our doors open."

China will take actions in the following six areas as highlighted in the 13th Five-year Plan (2016-2020): 

– improving the strategic planning of the process of opening up;

– creating a new mechanism for opening-up;

– promoting the Belt and Road Initiative;

– increasing cooperation between the mainland and Hong Kong, Macao and Taiwan; 

– playing a more active role in global economic governance; and 

–taking on greater international responsibilities and obligations. 

Through closer interactions with the rest of the world, China wishes to effectively promote global progress through cooperation that is beneficial to all. 

開放發(fā)展

作為“五大發(fā)展理念”之一，開放發(fā)展注重的是解決中國(guó)發(fā)展內(nèi)外聯(lián)動(dòng)的問題。習(xí)近平曾強(qiáng)調(diào)：“我們要堅(jiān)持對(duì)外開放的基本國(guó)策不動(dòng)搖，不封閉、不僵化，打開大門搞建設(shè)、辦事業(yè)?！敝袊?guó)正從六個(gè)方面實(shí)現(xiàn)開放發(fā)展：完善對(duì)外開放戰(zhàn)略布局，形成對(duì)外開放新體制，推進(jìn)“一帶一路”建設(shè)，深化內(nèi)地和港澳、大陸和臺(tái)灣地區(qū)合作發(fā)展，積極參與全球經(jīng)濟(jì)治理，積極承擔(dān)國(guó)際責(zé)任和義務(wù)。這顯示出深度融入世界的中國(guó)期望以開放發(fā)展實(shí)現(xiàn)合作共贏，有效促進(jìn)中國(guó)和世界的共同發(fā)展。
