China (Shanghai) Pilot Free Trade Zone

The China (Shanghai) Pilot Free Trade Zone is a regional free trade zone set up by the Chinese government. It is located in Pudong, Shanghai, and covers an area of 120 square kilometers. It was officially established on September 23, 2013, as one of China's free trade zones. According to the Plan on Comprehensive and Further Reform and Opening Up in the China (Shanghai) Pilot Free Trade Zone published in March 2017, the following goals will be achieved by 2020: 

– a system that adopts international norms for investment and trade and a free trade zone that adopts the highest international standards, with liberalized investment and trade, transparent rules, effective and fair regulation, and a favorable environment for business;

– a robust investment management system that allows equal market access to all market entities and encourages orderly competition;

– a trade regulatory and service system that facilitates trade upgrading and transformation, and provides easy and convenient customs clearance;  

– an open financial system that is capable of financial innovation and effective risk control; and

– a government administrative system that respects the rules of the market economy with adequate capability to manage.  

The establishment of the China (Shanghai) Pilot Free Trade Zone was a major reform move that the CPC took on the basis of its assessment of trends and developments both at home and abroad in response to China's new realities. It is an initiative that will play an important role in helping accelerate the transformation of government functions, facilitate innovation in management; promote trade and investment, and develop new ways and gain experience for further reform and opening up on all fronts. 

中國（上海）自由貿(mào)易試驗(yàn)區(qū)

中國（上海）自由貿(mào)易試驗(yàn)區(qū)，是中國政府設(shè)立在上海的區(qū)域性自由貿(mào)易園區(qū)，位于浦東境內(nèi)，面積為120.72平方公里，屬中國自由貿(mào)易區(qū)范疇，2013年9月29日正式成立。2017年3月發(fā)布的《全面深化中國（上海）自由貿(mào)易試驗(yàn)區(qū)改革開放方案》提出，自貿(mào)試驗(yàn)區(qū)的建設(shè)目標(biāo)是：到2020年，建立同國際投資和貿(mào)易通行規(guī)則相銜接的制度體系，把自貿(mào)試驗(yàn)區(qū)建設(shè)成為投資貿(mào)易自由、規(guī)則開放透明、監(jiān)管公平高效、營商環(huán)境便利的國際高標(biāo)準(zhǔn)自由貿(mào)易園區(qū)，健全各類市場主體平等準(zhǔn)入和有序競爭的投資管理體系、促進(jìn)貿(mào)易轉(zhuǎn)型升級和通關(guān)便利的貿(mào)易監(jiān)管服務(wù)體系、深化金融開放創(chuàng)新和有效防控風(fēng)險(xiǎn)的金融服務(wù)體系、符合市場經(jīng)濟(jì)規(guī)則和治理能力現(xiàn)代化要求的政府管理體系，等等。建立中國（上海）自由貿(mào)易試驗(yàn)區(qū)，是黨中央從國內(nèi)外發(fā)展大勢出發(fā)，統(tǒng)籌國內(nèi)國際兩個(gè)大局，在新形勢下推進(jìn)改革開放的重大舉措，對加快政府職能轉(zhuǎn)變、積極探索管理模式創(chuàng)新、促進(jìn)貿(mào)易和投資便利化，為全面深化改革和擴(kuò)大開放探索新途徑、積累新經(jīng)驗(yàn)，具有重要意義。
