A Cyberspace Community with a Shared Future  

In his keynote speech at the Second World Internet Conference (WIC) in Wuzhen, China, on December 16, 2015, Xi Jinping outlined his vision for a cyberspace community with a shared future. He said that since cyberspace as a sphere of human activity belongs to humanity, its future should be decided by all countries. In a five-point proposal for building a cyberspace community with a shared future he highlighted the need to 

– accelerate the development of a global Internet infrastructure and promote interconnectivity; 

– create online platforms to facilitate cultural exchanges; 

– promote the development of the Internet economy and encourage innovation; 

– ensure Internet security and orderly development; and 

– build a cyberspace governance system to ensure fairness and justice.  

The goal of building such a cyberspace community can be achieved only through joint efforts by the international community. The development of the Internet is a borderless process. Strengthened international cooperation is therefore crucial to the orderly development and improved utilization of the Internet and its sound governance, in a joint effort to build a cyberspace community with a shared future. 

網(wǎng)絡(luò)空間命運共同體

2015年12月16日，在中國烏鎮(zhèn)召開的第二屆世界互聯(lián)網(wǎng)大會上，習(xí)近平發(fā)表主旨演講，重點論述了“網(wǎng)絡(luò)空間命運共同體”的理念。他強調(diào)，網(wǎng)絡(luò)空間是人類共同的活動空間，網(wǎng)絡(luò)空間前途命運應(yīng)由世界各國共同掌握。他提出了共建網(wǎng)絡(luò)空間命運共同體的五點主張：第一，加快全球網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)，促進(jìn)互聯(lián)互通。第二，打造網(wǎng)上文化交流共享平臺，促進(jìn)交流互鑒。第三，推動網(wǎng)絡(luò)經(jīng)濟創(chuàng)新發(fā)展，促進(jìn)共同繁榮。第四,保障網(wǎng)絡(luò)安全，促進(jìn)有序發(fā)展。第五，構(gòu)建互聯(lián)網(wǎng)治理體系，促進(jìn)公平正義。共建網(wǎng)絡(luò)空間命運共同體，需要國際社會共同努力才能實現(xiàn)。“互聯(lián)網(wǎng)發(fā)展是無國界、無邊界的，利用好、發(fā)展好、治理好互聯(lián)網(wǎng)必須深化網(wǎng)絡(luò)空間國際合作，攜手構(gòu)建網(wǎng)絡(luò)空間命運共同體”。
