Promoting Global Governance Reform
At a meeting marking the 60th anniversary of the "Five Principles of Peaceful Coexistence" on June 28, 2014, Xi Jinping highlighted the need to reform global governance in response to new changes in international power dynamics. As we face a wider array of global challenges, it is ever more necessary to enhance and reform global governance. In addition to addressing existing challenges, such reform is critical to reshaping the international order and setting its rules and direction.
It is about arm-wrestling for influence on global issues, or rather about how countries are positioned and expected to play their roles under an international order and an international institutional framework from a long-term perspective. A global governance structure is underpinned by power dynamics at the international level. Its reform is necessitated by changes in global power relations. The governance structure should be jointly built by all countries for the benefit of all, rather than dominated by any one country. Global consultation is necessary to decide how to improve this structure.
China participates in and contributes to the existing international order, promotes international cooperation and multilateralism, and actively participates in multilateral initiatives. Our willingness to contribute to the innovative development of the concept of global governance is rooted in our culture, one that advocates a positive approach to life and proactive governance philosophy. We are ready to share our thoughts and do what is needed to help improve global governance.
Based on its prevailing national conditions as a developing country, China will seek the right balance between rights and obligations, and protect its own national interests in conjunction with the shared interests of other developing countries. We will pursue an open, transparent and inclusive process to strengthen consultation and coordination with other G20 members, to make the G20 framework more responsive and more relevant, and to ensure its successful transition from a crisis management mechanism to a major platform for global economic governance.
推進(jìn)全球治理體系變革
2014年6月28日,習(xí)近平在和平共處五項原則發(fā)表60周年紀(jì)念大會上的講話中提出,要適應(yīng)國際力量對比新變化,推進(jìn)全球治理體系改革的倡議。隨著全球性挑戰(zhàn)增多,加強(qiáng)全球治理、推進(jìn)全球治理體制變革已是大勢所趨。這不僅事關(guān)應(yīng)對各種全球性挑戰(zhàn),而且事關(guān)給國際秩序和國際體系定規(guī)則、定方向;不僅事關(guān)對發(fā)展制高點的爭奪,而且事關(guān)各國在國際秩序和國際體系長遠(yuǎn)制度性安排中的地位和作用。全球治理格局取決于國際力量對比,全球治理體系變革源于國際力量對比變化。全球治理體系是由全球共建共享的,不可能由哪一個國家獨自掌握,全球治理結(jié)構(gòu)如何完善應(yīng)該由各國共同來決定。中國是現(xiàn)行國際體系的參與者、建設(shè)者、貢獻(xiàn)者,是國際合作的倡導(dǎo)者和國際多邊主義的積極參與者。中國要推動全球治理理念創(chuàng)新發(fā)展,積極發(fā)掘中華文化中積極的處世之道和治理理念同當(dāng)今時代的共鳴點,努力為完善全球治理貢獻(xiàn)中國智慧、中國力量。中國堅持從國情出發(fā),堅持權(quán)利和義務(wù)相平衡,堅持發(fā)展中國家定位,把維護(hù)中國利益同維護(hù)廣大發(fā)展中國家共同利益結(jié)合起來。保持開放、透明、包容姿態(tài),同二十國集團(tuán)各成員加強(qiáng)溝通和協(xié)調(diào),共同把二十國集團(tuán)維護(hù)好、建設(shè)好、發(fā)展好,促使二十國集團(tuán)順利完成從危機(jī)應(yīng)對機(jī)制向長效治理機(jī)制轉(zhuǎn)變,鞏固作為全球經(jīng)濟(jì)治理主要平臺的地位。
