A people-centered approach to development

The people are the creators of history. Their contribution determines the future of our Party and our country. The people-centered approach is incorporated in all theories and practices of the Party and the state.

In his report to the 19th CPC National Congress, Xi Jinping highlights the importance of a people-centered approach to promoting human development and bringing prosperity to all. Our people-centered philosophy is key to the Party’s political thinking. It is what distinguishes a Marxist party from other political parties. It is also a creative application of the principle of ensuring the people’s principal status in our development theory. It is reflected in all our economic and social development initiatives, attesting to the centrality of the wellbeing of the people on the Party’s agenda. Implementing such a philosophy calls for respect for the people’s role in running the country and sensitivity to their yearning for a better life. It is our responsibility to always serve, defend and uphold the best interests of the people, and pursue development efforts in their interests, for their benefit, and reliant on their contributions.

Further reform and innovation are critical to addressing quality and efficiency concerns in our development efforts, so as to produce more quality products to satisfy the people’s growing material and cultural needs. It is essential to create an environment that encourages creativity and innovation, and helps individuals, including workers, entrepreneurs, innovators, and officials at all levels, realize their full potential. It is imperative to continue to strengthen and improve our basic socialist economic and distribution system, especially income redistribution mechanisms, including by rationalizing the taxation regime, strengthening social security, and increasing government transfer payments. These and other related measures aim to better ensure social equity and justice, narrow the existing income gap and more broadly and equitably share development gains.

Our people-centered development philosophy reflects the Party’s overarching goal of serving the public good, and the principles of historical materialism that emphasizes the role of the people in turning the wheel of history. It is in line with our aspirations to bring prosperity to all and our value system that highlights the centrality of the people.

以人民為中心的發(fā)展思想

人民是歷史的創(chuàng)造者，是決定黨和國(guó)家前途命運(yùn)的根本力量?！耙匀嗣駷橹行摹钡乃枷胴灤┯邳h和國(guó)家的全部理論和實(shí)踐中。黨的十九大報(bào)告指出，必須堅(jiān)持以人民為中心的發(fā)展思想，不斷促進(jìn)人的全面發(fā)展、全體人民共同富裕。人民立場(chǎng)是中國(guó)共產(chǎn)黨的根本政治立場(chǎng)，是馬克思主義政黨區(qū)別于其他政黨的顯著標(biāo)志。帶領(lǐng)人民創(chuàng)造幸福生活，是黨始終不渝的奮斗目標(biāo)。以人民為中心的發(fā)展思想是堅(jiān)持人民主體地位這一根本原則在發(fā)展理論上的創(chuàng)造性運(yùn)用，體現(xiàn)在經(jīng)濟(jì)社會(huì)發(fā)展各個(gè)環(huán)節(jié)。踐行以人民為中心的發(fā)展思想，要堅(jiān)持人民主體地位，順應(yīng)人民群眾對(duì)美好生活的向往，不斷實(shí)現(xiàn)好、維護(hù)好、發(fā)展好最廣大人民根本利益，做到發(fā)展為了人民、發(fā)展依靠人民、發(fā)展成果由人民共享。要通過(guò)深化改革、創(chuàng)新驅(qū)動(dòng)，提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益，生產(chǎn)出更多更好的物質(zhì)精神產(chǎn)品，不斷滿足人民日益增長(zhǎng)的物質(zhì)文化需要。要全面調(diào)動(dòng)人的積極性、主動(dòng)性、創(chuàng)造性，為各行業(yè)各方面的勞動(dòng)者、企業(yè)家、創(chuàng)新人才、各級(jí)干部創(chuàng)造發(fā)揮作用的舞臺(tái)和環(huán)境。要堅(jiān)持社會(huì)主義基本經(jīng)濟(jì)制度和分配制度，調(diào)整收入分配格局，完善以稅收、社會(huì)保障、轉(zhuǎn)移支付等為主要手段的再分配調(diào)節(jié)機(jī)制，維護(hù)社會(huì)公平正義，解決好收入差距問(wèn)題，使發(fā)展成果更多更公平惠及全體人民。以人民為中心的發(fā)展思想，體現(xiàn)了黨全心全意為人民服務(wù)的根本宗旨，體現(xiàn)了人民是推動(dòng)發(fā)展的根本力量的唯物史觀，體現(xiàn)了逐步實(shí)現(xiàn)共同富裕的目標(biāo)要求，彰顯了人民至上的價(jià)值取向。
