Gwadar Port Free Zone

During Premier Li Keqiang’s visit to Pakistan in May 2013, China and Pakistan agreed to build a China-Pakistan economic corridor to promote energy and transportation infrastructure development, among other projects. During President Xi Jinping’s visit in April 2015, closer bilateral cooperation was again highlighted. A key element of the China-Pakistan Economic Corridor and an essential component of the Gwadar Port development project, the free zone aims to improve trade logistics, facilitate processing trade, and promote warehousing and financial services.

A groundbreaking ceremony for the free zone was held on September 1, 2016. Attended by Pakistani Prime Minister Nawaz Sharif, it ushered in a new phase of the port development that includes the construction of an industrial park. The free zone will be modeled after the Shekou Industrial Zone in Shenzhen, China, comprising a port, an industrial park, and residential and business areas. The Pakistani government will grant tax exemptions to the zone, together with a land lease on preferential terms. Once completed, the free zone will significantly boost the development of Gwadar Port, and spur economic growth in Balochistan and the rest of Pakistan.

瓜達(dá)爾港自由區(qū)

2013年5月，在李克強(qiáng)總理出訪巴基斯坦過(guò)程中，雙方同意共同建設(shè)“中巴經(jīng)濟(jì)走廊”，涉及能源、交通基建等多個(gè)方面的合作。2015年4月，習(xí)近平主席出訪巴基斯坦，進(jìn)一步推進(jìn)兩國(guó)合作事宜。作為“中巴經(jīng)濟(jì)走廊”重點(diǎn)項(xiàng)目之一以及瓜達(dá)爾港開發(fā)項(xiàng)目的重要組成部分，瓜達(dá)爾港自由區(qū)將以港口為依托，重點(diǎn)發(fā)展商貿(mào)物流、加工貿(mào)易、倉(cāng)儲(chǔ)和金融等產(chǎn)業(yè)。該自由區(qū)奠基儀式于2016年9月1日舉行，巴基斯坦總理謝里夫出席，這標(biāo)志著瓜達(dá)爾港建設(shè)從港區(qū)朝著工業(yè)園區(qū)擴(kuò)展，進(jìn)入新的發(fā)展階段。瓜達(dá)爾港自由區(qū)將沿用類似深圳蛇口的建設(shè)模式，形成一個(gè)包括“港口+園區(qū)+城區(qū)”的綜合體。巴基斯坦方面將會(huì)在土地使用、稅收等多個(gè)方面給予該自由區(qū)以優(yōu)惠。建成后的瓜達(dá)爾港自由區(qū)將不僅僅發(fā)揮單純的港口運(yùn)輸功能，圍繞這一自由區(qū)將形成一整個(gè)工業(yè)園區(qū)以及相關(guān)的貿(mào)易、金融多個(gè)產(chǎn)業(yè)聚集區(qū)，不僅會(huì)極大地推動(dòng)瓜達(dá)爾港加速開發(fā)，而且還將帶動(dòng)巴基斯坦俾路支省乃至全國(guó)的整體發(fā)展。
