Huang Zhendong, a native of Dafeng, Jiangsu Province, was born in 1941. He joined the Party in June 1981.

In 1985 Huang was promoted to vice minister of communications. Starting in 1988, he served as general manager of the National Communications Investment Corporation. Huang was a member of 14th CPC Central Committee and was re-elected into the 15th CPC Central Committee in 1997.
