Army Issues Rules on Attracting Scientists, Technicians

The Authorities recently issued the regulations on attracting and preserving high-level scientists and technicians to serve in the Chinese People's Liberation Army (PLA), as part of the current military personnel reform.

 

The document, which was approved by Hu Jintao, chairman of China's Central Military Commission (CMC), contains 17 measures aiming at attracting top scientists and technicians.

 

Under the new regulations, the Army will appoint members of the Chinese Academy of Sciences and the Chinese Academy of Engineering Sciences as advisors, adopt a Chief Expert System by hiring top experts as leaders for major military research programs, employ civilian technicians as preparatory officers for important technical positions relating to military equipment and technology, provide better welfares and salaries to these specially-recruited experts, and recruit more post-doctorate researchers from civilians and offering better welfares to them.

 

The Army will also send more researchers and technicians to study in civilian universities and research institutions, form innovative work stations for major research programs, and organize internal "job exchange" to help scientists and technicians find their right positions in the Army.

 

Gold, silver and bronze medals will be awarded to scientists and technicians who have made outstanding contribution to the Army, according to the regulations.

 

The Authorities plan to spend more money for attracting and preserving top-level experts and set up a data bank on top-level experts in the Army, it says.
