| 2012年6月，中國政府授權(quán)國務(wù)院新聞辦公室發(fā)布了《國家人權(quán)行動計劃（2012－2015年）》（以下簡稱《行動計劃》）。這是繼2009年4月發(fā)布《國家人權(quán)行動計劃（2009－2010年）》之后，中國政府制定的第二個國家人權(quán)計劃。制定并發(fā)布國家人權(quán)行動計劃，是中國政府信守人權(quán)領(lǐng)域的莊嚴(yán)承諾、落實尊重和保障人權(quán)的憲法原則、全面推進(jìn)中國人權(quán)事業(yè)發(fā)展的一項重大舉措。 | In June 2012, with approval from the Chinese government, the Information Office of the State Council published the National Human Rights Action Plan of China (2012-2015) (hereinafter referred to as the Action Plan). It is China's second national plan on human rights since the promulgation of the National Human Rights Action Plan of China (2009-2010) in April 2009. The formulation and promulgation of the National Human Rights Action Plan is an important step taken by the Chinese government to honor its solemn commitment on human rights, to ensure the implementation of the constitutional principle of respecting and safeguarding human rights and to advance China's human rights in a comprehensive way. |
| 各級地方政府以及中央和國家機(jī)關(guān)各有關(guān)部門高度重視《行動計劃》的執(zhí)行，依照“各司其職、分工負(fù)責(zé)”的原則，將《行動計劃》納入本地區(qū)本部門工作規(guī)劃，并結(jié)合各個領(lǐng)域的中長期工作規(guī)劃，采取切實有效措施積極推動落實。各類企事業(yè)單位、人民團(tuán)體、社會組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)和社會各界積極參與《行動計劃》的宣傳教育和貫徹落實。在中國共產(chǎn)黨和中國政府的堅強(qiáng)領(lǐng)導(dǎo)下，經(jīng)過各方面共同努力，《行動計劃》規(guī)定的目標(biāo)任務(wù)如期完成。 | Local governments at various levels and the relevant departments of the central government and state organs have attached great importance to the implementation of the Action Plan. Based on the principle of "each performing its own functions and sharing the work and responsibilities," they have incorporated the Action Plan into the work plans of their regions and departments and adopted effective measures to implement it based on mid- and long-term work plans in their respective fields. Enterprises and public institutions, mass organizations, social groups, media organizations, academic and research institutions and the general public have also been actively involved in publicizing and implementing the Action Plan. Under the strong leadership of the Communist Party of China and the Chinese government, and with the joint efforts of all parties involved, all targets and tasks set by the Action Plan have been fulfilled as scheduled. |
| 根據(jù)《行動計劃》的規(guī)定，由國務(wù)院新聞辦公室和外交部牽頭，國家立法和司法機(jī)關(guān)、國務(wù)院相關(guān)職能部門以及人民團(tuán)體、社會組織等組成國家人權(quán)行動計劃聯(lián)席會議機(jī)制，負(fù)責(zé)統(tǒng)籌協(xié)調(diào)《行動計劃》的執(zhí)行、監(jiān)督和評估工作。 | As stipulated in the Action Plan, a "joint meeting mechanism for the National Human Rights Action Plan" was created, consisting of the Information Office of the State Council and the Ministry of Foreign Affairs - they jointly take the leading role in this mechanism - and relevant state legislative and judiciary organs, departments of the State Council, mass organizations and social groups, and is responsible for coordinating the implementation, supervision and assessment of the Action Plan. |
| 2014年下半年，聯(lián)席會議機(jī)制組織開展了《行動計劃》中期評估，責(zé)成各有關(guān)部門和單位對《行動計劃》執(zhí)行情況作出報告，組織專家學(xué)者有針對性地進(jìn)行調(diào)查研究，召開《行動計劃》執(zhí)行情況中期評估會議，對前期的落實情況進(jìn)行檢查、評估《行動計劃》的實施情況，對完成下一階段的目標(biāo)任務(wù)作出部署。 | In the second half of 2014, the joint meeting mechanism launched a mid-term assessment of the implementation of the Action Plan, instructed relevant departments and government institutions to deliver reports on the implementation of the Action Plan, organized experts and scholars to carry out corresponding research and investigations, convened a mid-term assessment meeting on the implementation of the Action Plan to appraise and review the implementation of the Action Plan for the earlier period, and made arrangements on how to better carry out the Action Plan in the next phase. |
| 2015年7月，聯(lián)席會議機(jī)制啟動了《行動計劃》終期評估工作。工作分調(diào)研、評估、總結(jié)三個階段。2015年7月至12月，國務(wù)院新聞辦公室多次組織新聞單位、人權(quán)專家赴北京、遼寧、上海、江蘇、江西、廣東、廣西、青海、新疆等地采訪、調(diào)研，聽取各界人士、社會民眾的意見和建議。受聯(lián)席會議機(jī)制委托，中國人權(quán)研究會多次組織人權(quán)專家和社會組織代表赴北京、天津、上海、重慶、大連、濟(jì)南、武漢等地，就《行動計劃》的落實情況進(jìn)行調(diào)研。 | In July 2015, the joint meeting mechanism launched the final assessment of the implementation of the Action Plan. The final assessment was conducted in three stages -- investigation, evaluation and summary. From July to December 2015, the Information Office of the State Council took representatives of media agencies and human rights experts on multiple tours of investigation in Beijing, Liaoning, Shanghai, Jiangsu, Jiangxi, Guangdong, Guangxi, Qinghai, Xinjiang and other regions where they conducted interviews and research and listened to comments and suggestions of people from all walks of life and the general public. Entrusted by the joint meeting mechanism, the China Society for Human Rights Studies arranged multiple trips for human rights experts and representatives of social groups to Beijing, Tianjin, Shanghai, Chongqing, Dalian, Jinan, Wuhan and other places to conduct investigations on the implementation of the Action Plan. |
| 聯(lián)席會議機(jī)制責(zé)成各有關(guān)部門和單位對各自所涉計劃任務(wù)的執(zhí)行、落實與完成情況進(jìn)行自我評估，并提交書面評估報告。在此基礎(chǔ)上，聯(lián)席會議機(jī)制組織中央和國家機(jī)關(guān)有關(guān)部門和單位、人民團(tuán)體、社會組織以及中央黨校、南開大學(xué)、山東大學(xué)、西南政法大學(xué)、上海社會科學(xué)院等高校和科研機(jī)構(gòu)人權(quán)專家，對照《行動計劃》中各項指標(biāo)，對各部門、各單位的自我評估情況進(jìn)行逐條核實和分析，并廣泛征求聯(lián)席會議機(jī)制成員單位和社會各界的意見和建議，最后形成了《〈國家人權(quán)行動計劃（2012－2015年）〉實施評估報告》，現(xiàn)予以公布。 | The joint meeting mechanism instructed relevant departments and institutions to make a self-assessment of the completion of their respective tasks concerning the Action Plan, and to submit written reports. On this basis, the joint meeting mechanism organized a team of human rights experts from relevant departments and institutions of the central government, mass organizations and social groups as well as the Party School of the CPC Central Committee, Nankai University, Shandong University, Southwest University of Political Science and Law, Shanghai Academy of Social Sciences, and other universities and research institutions. The team examined and analyzed the self-appraisals of each department and institution in accordance with the targets set by the Action Plan, solicited opinions and suggestions from member organizations of the joint meeting mechanism and all social sectors and finally formulated the Assessment Report on the Implementation of the National Human Rights Action Plan of China (2012-2015). It is hereby promulgated as follows. |
