| 中國同阿拉伯國家友誼源遠(yuǎn)流長。2000多年以來，陸上、海上絲綢之路一直把中阿兩大民族連接在一起。在漫長的歷史長河中，和平合作、開放包容、互學(xué)互鑒、互利共贏始終是中阿交往的主旋律。 | Friendship between China and Arab states dates back to ancient times. Over two thousand years ago, land and maritime Silk Roads already linked the Chinese and Arab nations. In the long stretches of history, peace and cooperation, openness and inclusiveness, learning from each other, mutual benefit and win-win results have always been the main theme of exchanges between China and Arab countries. |
| 新中國成立和阿拉伯國家相繼獨(dú)立，開創(chuàng)了中阿友好交往的新紀(jì)元。1956年至1990年，中國同全部22個(gè)阿拉伯國家建立外交關(guān)系。中國堅(jiān)定支持阿拉伯民族解放運(yùn)動(dòng)，堅(jiān)定支持阿拉伯國家捍衛(wèi)國家主權(quán)和領(lǐng)土完整、爭取和維護(hù)民族權(quán)益、反對(duì)外來干涉和侵略的斗爭，堅(jiān)定支持阿拉伯國家發(fā)展民族經(jīng)濟(jì)、建設(shè)國家的事業(yè)。阿拉伯國家在恢復(fù)中國在聯(lián)合國合法席位、臺(tái)灣等問題上給予中方有力支持。 | The founding of the People's Republic of China and the independence of Arab countries created a new era for China-Arab friendly exchanges. From 1956 to 1990, China established diplomatic relations with all 22 Arab countries. China firmly supports Arab national liberation movement, firmly supports Arab countries' struggle to uphold sovereignty and territorial integrity, pursue and safeguard national interests, and combat external interference and aggression, and firmly supports Arab countries' cause of developing the national economy and building up the countries. Arab countries have given China strong support in restoring its lawful seat at the United Nations and on issues like the Taiwan question. |
| 冷戰(zhàn)結(jié)束后，中阿雙方順應(yīng)要和平、謀發(fā)展、促合作的世界潮流，相互尊重，平等相待，致力于深化傳統(tǒng)友好，積極發(fā)展雙邊關(guān)系，政治、經(jīng)貿(mào)、科技、文教、軍事、衛(wèi)生、體育、新聞等領(lǐng)域合作成果顯著，構(gòu)建起面向新世紀(jì)的友好合作關(guān)系。 | After the end of the Cold War, both China and Arab countries have followed the world trend of peace, development and cooperation, respected each other, treated each other as equals, and committed themselves to deepening the traditional friendship and the bilateral relations. | 2004年，中國－阿拉伯國家合作論壇成立，并發(fā)展成為涵蓋眾多領(lǐng)域、建有10余項(xiàng)機(jī)制的集體合作平臺(tái)。2010年中國和阿拉伯國家建立全面合作、共同發(fā)展的戰(zhàn)略合作關(guān)系，中阿集體合作進(jìn)入全面提質(zhì)升級(jí)的新階段。習(xí)近平主席在2014年中阿合作論壇第六屆部長級(jí)會(huì)議開幕式上發(fā)表重要講話，指明了中阿集體合作的重點(diǎn)領(lǐng)域和優(yōu)先方向，為中阿關(guān)系發(fā)展和論壇建設(shè)確定了行動(dòng)指南。 | In 2004, China-Arab States Cooperation Forum was set up. Since then, it has developed into a collective cooperation platform covering many fields and with more than ten mechanisms. In 2010, China and Arab countries established the strategic cooperative relations of comprehensive cooperation and common development, and China-Arab collective cooperation entered a new stage of comprehensive development and upgrading. President Xi Jinping delivered an important speech at the opening ceremony of the Sixth Ministerial Conference of China-Arab States Cooperation Forum, identifying key areas and priority directions of China-Arab collective cooperation, and providing guidance for the development of the China-Arab relations and the Forum. |
| 中國開啟同阿拉伯國家外交關(guān)系已走過60年歷程，各領(lǐng)域合作不斷深化。中國同8個(gè)阿拉伯國家建有全面戰(zhàn)略伙伴關(guān)系、戰(zhàn)略伙伴關(guān)系或戰(zhàn)略合作關(guān)系，同海灣阿拉伯國家合作委員會(huì)建立中海戰(zhàn)略對(duì)話機(jī)制。阿拉伯國家已成為中國第一大原油供應(yīng)方和第七大貿(mào)易伙伴。中國提出的中阿共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路、構(gòu)建以能源合作為主軸，以基礎(chǔ)設(shè)施建設(shè)和貿(mào)易投資便利化為兩翼，以核能、航天衛(wèi)星、新能源三大高新領(lǐng)域?yàn)橥黄瓶诘摹?+2+3”合作格局、加強(qiáng)產(chǎn)能合作等倡議得到阿拉伯國家積極響應(yīng)。雙方在維護(hù)國家主權(quán)和領(lǐng)土完整、捍衛(wèi)民族尊嚴(yán)、政治解決熱點(diǎn)問題、促進(jìn)中東和平與穩(wěn)定等方面有廣泛共識(shí)，在聯(lián)合國改革、氣候變化、多哈回合談判等問題上立場(chǎng)相近，保持著良好協(xié)調(diào)與配合。雙方人文交流日益頻繁，民間交往更加密切，增進(jìn)了雙方人民的相互了解和友誼。 | Since the establishment of diplomatic ties between China and Arab countries 60 years ago, cooperation in all fields has been constantly deepened. China has built comprehensive strategic partnership, strategic partnership or strategic cooperative partnership with eight Arab countries, and has set up a strategic dialogue mechanism with the Gulf Cooperation Council. Arab countries as a whole have become China's biggest supplier of crude oil and the 7th biggest trading partner. China's proposed initiatives of jointly building the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road", establishing a "1+2+3" cooperation pattern (to take energy cooperation as the core,infrastructure construction and trade and investment facilitation as the two wings, and three high and new tech fields of nuclear energy, space satellite and new energy as the three breakthroughs), and industrial capacity cooperation, are well received by Arab countries. Both sides have broad consensus on safeguarding state sovereignty and territorial integrity, defending national dignity, seeking political resolution to hotspot issues, and promoting peace and stability in the Middle East. We share similar views on issues such as reform of the United Nations, climate change and Doha Round trade negotiations, and maintain sound coordination and cooperation. Cultural and educational exchanges are more frequent and people-to-people ties are getting closer with enhanced mutual understanding and friendship between the two peoples. |

It stipulates the guiding principle for developing China-Arab relations, offers the blueprint for China-Arab mutually beneficial cooperation, and reiterates the political will of commitment to peace and stability in the Middle East, in order to promote China-Arab relations to a new and higher level. |

| 當(dāng)前，國際形勢(shì)繼續(xù)發(fā)生深刻復(fù)雜變化，世界多極化、經(jīng)濟(jì)全球化深入發(fā)展，文化多樣化、社會(huì)信息化持續(xù)推進(jìn)，國際格局和國際秩序加速調(diào)整演變。世界各國正抓緊調(diào)整各自發(fā)展戰(zhàn)略，推動(dòng)變革創(chuàng)新，加快經(jīng)濟(jì)轉(zhuǎn)型，開拓新的發(fā)展空間。同時(shí)，世界經(jīng)濟(jì)仍處于深度調(diào)整期，地緣政治因素更加突出，局部動(dòng)蕩此起彼伏，非傳統(tǒng)安全和全球性挑戰(zhàn)不斷增多，南北發(fā)展差距依然很大。推進(jìn)人類和平與發(fā)展的崇高事業(yè)依然任重道遠(yuǎn)。 | The world is experiencing profound and complex changes. The trend toward a multipolar world and economic globalization is deepening, and cultural diversity and the information society continue to move forward. Changes in the international configuration and international order are accelerating. All countries in the world are seizing the opportunity to readjust their development strategies, promote reform and innovation, speed up economic transformation and open up new development horizons. At the same time, the world economy is still in a period of deep transformation, with geopolitical factors becoming more prominent, regional turbulences rising one after another, non-traditional security and global challenges increasing and the gap between the North and the South widening. | 中國與阿拉伯國家同屬發(fā)展中國家，雙方國土面積之和占世界陸地面積六分之一，人口之和占世界總?cè)丝诮姆种?，?jīng)濟(jì)總量占世界經(jīng)濟(jì)總量八分之一。中阿雙方雖然資源稟賦各異，發(fā)展水平不一，但都處于各自發(fā)展的重要階段，都肩負(fù)著實(shí)現(xiàn)民族振興、國家富強(qiáng)的共同使命。雙方需要更加緊密地團(tuán)結(jié)與協(xié)作，在探索發(fā)展道路上交流借鑒，在追求共同發(fā)展上加強(qiáng)合作，在促進(jìn)地區(qū)安全上攜手努力，在構(gòu)建新型國際關(guān)系上呼應(yīng)配合，維護(hù)中阿主權(quán)、獨(dú)立、領(lǐng)土完整，促進(jìn)穩(wěn)定，發(fā)展經(jīng)濟(jì)，改善民生，增進(jìn)中阿人民福祉。 | China and Arab states are both developing countries with their combined territory, population and economic aggregate accounting for 1/6, 1/4 and 1/8 of the world's total respectively. Different in natural endowment and development level, China and Arab countries are all in an important development stage and have a shared mission of rejuvenating the nation. We need to collaborate with each other more closely, and learn from each other along the road of development, strengthen cooperation in seeking common development and promoting regional peace, and echo each other in building a new type of international relations, so as to safeguard state sovereignty, independence and territorial integrity, and to promote stability, economic development and well-being of our peoples. |

China supports the Middle East peace process and the establishment of an independent state of Palestine with full sovereignty, based on the pre-1967 borders, with East Jerusalem as its capital. China supports the Arab League and its member states' efforts to this end. We adhere to political solution to regional hot spot issues, and support the establishment of a nuclear weapon-free and WMD-free zone in the Middle East. We support positive efforts made by Arab states in strengthening unity, curbing the spread of extremist thoughts and fighting terrorism.
