和平是人類共同愿望和崇高目標(biāo)。聯(lián)合國(guó)維和行動(dòng)為和平而生,為和平而存,成為維護(hù)世界和平與安全的重要途徑。維和行動(dòng)給沖突地區(qū)帶去信心,讓當(dāng)?shù)孛癖娍吹较M?/td> | Peace is the common aspiration and lofty goal shared by all mankind. It was for the purpose of securing peace that the UN peacekeeping operations came into being. Now as an important means of upholding world peace and security, these peacekeeping operations bring confidence to areas beset by conflict and hope to the local people who are its victims. |
當(dāng)前,在世界很多地方,沖突地區(qū)民眾依然飽受戰(zhàn)亂之苦,對(duì)和平的渴望更加強(qiáng)烈,對(duì)聯(lián)合國(guó)的期待更加殷切,對(duì)維和行動(dòng)的期盼更加凸顯。中國(guó)主張: | As we speak, people in many conflict-ridden places around the world are still suffering. They have a deep yearning for peace, higher hopes for the United Nations, and greater expectations for its peacekeeping operations. The following is what China stands for: |
—— 恪守維和基本原則。聯(lián)合國(guó)憲章和哈馬舍爾德原則是維和行動(dòng)的根本指南,應(yīng)該繼續(xù)堅(jiān)持。聯(lián)合國(guó)安理會(huì)決議應(yīng)該得到完整執(zhí)行,任何國(guó)家不能越權(quán)行事。維和行動(dòng)要根據(jù)當(dāng)?shù)匦蝿?shì)和人民意愿,及時(shí)制定并落實(shí)撤出戰(zhàn)略。 | -- The basic principles of peacekeeping should be strictly followed. The Charter of the United Nations and the Hammarskjold principles -- the fundamental guidelines for peacekeeping operations -- should continue to be respected. Security Council resolutions should be implemented in their entirety, allowing no country to act beyond their mandate. Peacekeeping missions should be carried out according to local situation and the will of the local people. Exit strategies need to be formulated and executed in a timely manner. |
—— 完善維和行動(dòng)體系。維和行動(dòng)既要同預(yù)防外交、建設(shè)和平縱向銜接,也要同政治斡旋、推進(jìn)法治、民族和解、民生改善等橫向配合。聯(lián)合國(guó)安理會(huì)要更多聽(tīng)取當(dāng)事國(guó)和出兵國(guó)意見(jiàn)。聯(lián)合國(guó)應(yīng)該同相關(guān)地區(qū)組織建立更協(xié)調(diào)的維和伙伴關(guān)系。 | -- The peacekeeping system needs to be improved. Peacekeeping operations should be aligned in sequence with preventive diplomacy and peace-building, and at the same time coordinate with political mediation, rule of law, national reconciliation, and improvement of living standards. The UN Security Council should be more attentive to the opinions of those parties directly involved, and the views of those countries which are contributing troops. A better coordinated peacekeeping partnership should be established between the United Nations and relevant regional organizations. |
—— 提高快速反應(yīng)水平。維和行動(dòng)快速部署,能為和平爭(zhēng)取機(jī)會(huì),為生命贏得時(shí)間。中國(guó)歡迎聯(lián)合國(guó)實(shí)施新的“維和能力待命機(jī)制”,呼吁會(huì)員國(guó)積極加入。 | -- Rapid response needs to be enhanced. Fast deployment of peacekeeping operations can bring better prospects of peace and win more time to save lives. China welcomes the United Nations' establishment of a new Peacekeeping Capability Readiness System, and calls on member states to join the system. |
—— 加大對(duì)非洲的幫扶。維和行動(dòng)的主要需求在非洲。從長(zhǎng)遠(yuǎn)計(jì),國(guó)際社會(huì)和聯(lián)合國(guó)要支持非洲國(guó)家提高自身維和維穩(wěn)能力,以非洲方式解決非洲問(wèn)題。 | -- Greater support and help should be given to Africa. Africa has the greatest need for peacekeeping. In the long run, the international community and the United Nations should support African countries in increasing their own capacity to maintain peace and stability, so that African issues can be addressed in ways that are adapted to African needs. |

中國(guó)作為聯(lián)合國(guó)安理會(huì)常任理事國(guó),參加維和行動(dòng)已經(jīng)25年了,成為維和行動(dòng)主要出兵國(guó)和出資國(guó)。為支持改進(jìn)和加強(qiáng)聯(lián)合國(guó)維和行動(dòng),我宣布: | As a permanent member of the UN Security Council, China has taken part in peacekeeping operations for 25 years. We are a principal contributor of troops and funds to these operations. To support the improvement and strengthening of UN peacekeeping operations, I hereby announce that: |
第一,中國(guó)將加入新的聯(lián)合國(guó)維和能力待命機(jī)制,決定為此率先組建常備成建制維和警隊(duì),并建設(shè)8000人規(guī)模的維和待命部隊(duì)。 | First, China will join the new UN Peacekeeping Capability Readiness System and has thus decided to take the lead in setting up a permanent peacekeeping police squad and build a peacekeeping standby force of 8,000 troops. |
第二,中國(guó)將積極考慮應(yīng)聯(lián)合國(guó)要求,派更多工程、運(yùn)輸、醫(yī)療人員參與維和行動(dòng)。 | Second, China will give favorable consideration to UN requests for more Chinese engineering troops and transport and medical staff to take part in UN peacekeeping operations. |
第三,今后5年,中國(guó)將為各國(guó)培訓(xùn)2000名維和人員,開(kāi)展10個(gè)掃雷援助項(xiàng)目,包括提供培訓(xùn)和器材。 | Third, in the coming five years, China will train 2,000 peacekeepers from other countries, and carry out 10 mine clearance assistance programs which will include the provision of training and equipment. |
第四,今后5年,中國(guó)將向非盟提供總額為1億美元的無(wú)償軍事援助,以支持非洲常備軍和危機(jī)應(yīng)對(duì)快速反應(yīng)部隊(duì)建設(shè)。 | Fourth, in the coming five years, China will provide free military aid of US$100 million to the African Union to support the building of the African Standby Force and the African Capacity for Immediate Response to Crisis. |

在聯(lián)合國(guó)維和行動(dòng)中,已有18位中國(guó)軍人和警察犧牲。5年前,中國(guó)維和女警察和志虹在海地執(zhí)行聯(lián)合國(guó)維和任務(wù)時(shí)不幸殉職,留下年僅4歲的幼子和年逾花甲的父母。她曾經(jīng)寫(xiě)道:“于大千世界,我也許只是一根羽毛,但我也要以羽毛的方式,承載和平的心愿。” | Eighteen Chinese men and women in uniform have laid down their lives in UN peacekeeping operations. Five years ago, we lost He Zhihong, a peacekeeping policewoman in the UN peacekeeping mission in Haiti. She left a four-year-old son and elderly parents. She once wrote: "In this vast world, I may be just like a small feather. But even so, I want this feather to carry the wish for peace." |
這是她生前的愿望,也是中國(guó)對(duì)和平的承諾。 | This was her wish, and it is also China's commitment to peace. |
