We have kicked off the preparations for the New Development Bank and launched the Contingent Reserve Arrangement, which testifies to the effectiveness and capability of BRICS cooperation. |
| 當(dāng)前，世界經(jīng)濟(jì)仍然處于國(guó)際金融危機(jī)后的深度調(diào)整期，不穩(wěn)定不確定因素增多。新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家風(fēng)險(xiǎn)和挑戰(zhàn)不斷集聚，經(jīng)濟(jì)增速普遍放緩，金磚國(guó)家各國(guó)發(fā)展也面臨不少困難和挑戰(zhàn)。 | At present, the world economy is still undergoing deep adjustment in the wake of the international financial crisis, and factors of instability and uncertainty are on the increase. To the emerging markets and developing world in general, risks and challenges continue to mount and economic growth has slowed down. The BRICS members, in particular, are faced with multiple difficulties and challenges. |
| 越是在困難的時(shí)候，越要堅(jiān)定信心。應(yīng)該看到，任何進(jìn)步都不是直線的，有曲折也有反復(fù)。盡管會(huì)有這樣那樣的困難，但金磚國(guó)家擁有豐富自然和人力資源、廣闊國(guó)內(nèi)市場(chǎng)、巨大發(fā)展?jié)摿Α⒊湓Ｕ呖臻g，上升趨勢(shì)不會(huì)改變。 | The harder the times, the more valuable our confidence is. We must understand that progress can never be a straight line, and it is likely to go zig-zag and even suffer setbacks. The BRICS countries are blessed with plentiful natural and human resources, and enjoy such strengths as vast domestic markets, huge development potential and ample policy space. Even though there are difficulties along the way, the rise of the BRICS is irreversible. |

| 當(dāng)前，國(guó)際形勢(shì)錯(cuò)綜復(fù)雜，金磚國(guó)家機(jī)遇和挑戰(zhàn)并存，我們應(yīng)該加強(qiáng)合作、攜手并進(jìn)，繼續(xù)做推動(dòng)全球發(fā)展的領(lǐng)跑者。去年在巴西福塔萊薩，我們一致決定本著開放、包容、合作、共贏精神，深化金磚國(guó)家伙伴關(guān)系。今年的東道國(guó)俄羅斯也將“金磚國(guó)家伙伴關(guān)系”作為會(huì)晤主題，說明這一理念已經(jīng)深入人心。 | The current international situation remains intricate and complex, with opportunities and challenges juxtaposed for the BRICS countries. We must enhance our cooperation, strengthen our unity, and continue to display leadership in promoting global growth. In Fortaleza last year, we made the decision to deepen BRICS partnership in the spirit of openness, inclusiveness and win-win cooperation. This year, our host Russia has also made BRICS partnership the theme of the summit. This shows that partnership as a notion has struck deep roots in our hearts. |
| 下面，我愿就加強(qiáng)金磚國(guó)家伙伴關(guān)系談幾點(diǎn)看法。 | Now, let me share with you some of my observations on how to strengthen that partnership. |
| 第一，構(gòu)建維護(hù)世界和平的伙伴關(guān)系。當(dāng)前，和平發(fā)展的時(shí)代潮流更加強(qiáng)勁，但世界仍然很不太平，局部動(dòng)蕩此起彼伏，恐怖主義、毒品威脅、重大疫情、自然災(zāi)害等非傳統(tǒng)安全挑戰(zhàn)層出不窮。金磚國(guó)家應(yīng)該倡導(dǎo)共同、綜合、合作、可持續(xù)的安全觀，協(xié)調(diào)行動(dòng)，相互支援，攜手應(yīng)對(duì)這些全球性問題。我們要共同防范和打擊一切形式的恐怖主義，在反恐經(jīng)驗(yàn)交流、情報(bào)分享、線索核查、執(zhí)法合作等領(lǐng)域開展合作。中方支持加快金磚國(guó)家禁毒合作機(jī)制化進(jìn)程，將同其他成員國(guó)攜手推動(dòng)解決地區(qū)和全球毒品問題。 | First, we need to build a partnership for world peace. Despite the growing trend of our times for peace and development, the world is far from being tranquil. Local volatilities keep cropping up, and such non-traditional security threats as terrorism, narcotics, major epidemic diseases and natural disasters continue to emerge. The BRICS countries should champion a new approach of common, comprehensive, cooperative and sustainable security, take coordinated actions, come to each other's support, and work in concert to address such global challenges. We should guard against and combat all forms of terrorism, while cooperating in the sharing of experience and intelligence against terrorism, verification of criminal leads and law enforcement. China supports accelerating the building of the institutional framework for anti-narcotics cooperation, and is ready to join other member states in resolving the issue of narcotic drugs at both regional and global levels. |
| 忘記歷史就意味著背叛。今年是世界反法西斯戰(zhàn)爭(zhēng)勝利暨聯(lián)合國(guó)成立70周年。金磚國(guó)家應(yīng)該同世界上所有熱愛和平的國(guó)家和人民一道，堅(jiān)決反對(duì)否認(rèn)、歪曲、篡改第二次世界大戰(zhàn)歷史的圖謀和行徑，共同維護(hù)第二次世界大戰(zhàn)勝利成果和國(guó)際公平正義。同時(shí)，要以史為鑒，摒棄冷戰(zhàn)思維，拒絕零和博弈，共同維護(hù)地區(qū)和世界和平穩(wěn)定。 | Forgetting history is tantamount to betrayal. This year marks the 70th anniversary of the end of the world war against fascism and the founding of the United Nations. The BRICS countries should join all the peace-loving countries and peoples in the world in firmly opposing any attempt or action to deny, distort or even tamper with the history of that war, and in upholding its victorious outcome and international equity and justice. At the same time, we must learn the lessons of history, do away with the Cold War mentality and reject the zero-sum game, and work together to maintain peace and stability in various regions and across the world. |
| 我們要繼續(xù)致力于推動(dòng)國(guó)際關(guān)系民主化。在國(guó)際關(guān)系中動(dòng)輒制裁或以制裁相威脅，無助于解決問題。要倡導(dǎo)通過對(duì)話和談判，以和平和政治方式解決分歧。 | We should stay committed to promoting democracy in international relations. The use or threat of sanctions in international relations at every turn will not help solve problems. Dialogue and negotiation should play a useful part in settling differences peacefully and politically. |
| 第二，構(gòu)建促進(jìn)共同發(fā)展的伙伴關(guān)系。金磚國(guó)家合作事業(yè)要繁榮昌盛，就要強(qiáng)本固基，打造金磚國(guó)家利益共同體。我們要以建設(shè)利益共享的價(jià)值鏈和利益融合的大市場(chǎng)為目標(biāo)，共同構(gòu)建更緊密經(jīng)濟(jì)伙伴關(guān)系，發(fā)揮各成員國(guó)在資源稟賦、產(chǎn)業(yè)結(jié)構(gòu)上的互補(bǔ)優(yōu)勢(shì)，合力拓展更大發(fā)展空間。要同步推進(jìn)金磚國(guó)家新開發(fā)銀行總部和非洲區(qū)域中心建設(shè)，爭(zhēng)取盡早投入運(yùn)作，取得早期收獲。落實(shí)好金磚國(guó)家經(jīng)濟(jì)伙伴戰(zhàn)略，發(fā)掘新的合作亮點(diǎn)。 | Second, we need to build a partnership for common development.The continued success of BRICS cooperation hinges on laying a solid foundation, a community of shared interests among the BRICS countries. For the purpose of building a value chain of shared benefits and a big market of integrated interests, we should build an even closer economic partnership, leverage our complementary strengths in resource endowment and industrial structure and expand our development horizons through collective efforts. We should strive for simultaneous progress in building the New Development Bank headquarters and its African regional center, so that they will become operational sooner and produce early harvest. The BRICS economic partnership strategy needs to be implemented effectively with a view to identifying new areas of cooperation. |
| 我們要繼續(xù)致力于促進(jìn)發(fā)展中國(guó)家共同發(fā)展繁榮。今年是國(guó)際發(fā)展年和氣候變化年，金磚國(guó)家應(yīng)該加強(qiáng)協(xié)調(diào)和配合，在2015年后發(fā)展議程、氣候變化等重大國(guó)際發(fā)展議題上，維護(hù)新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家共同利益，引導(dǎo)2015年后發(fā)展議程談判重點(diǎn)關(guān)注解決發(fā)展中國(guó)家特別是非洲國(guó)家和最不發(fā)達(dá)國(guó)家面臨的困難和挑戰(zhàn)。 | We need to stay committed to promoting common development and common prosperity of all developing nations. International development and climate change are among the top priorities of this year. The BRICS countries ought to step up their coordination and cooperation by upholding the common interest of emerging markets and developing countries on such major issues as the post-2015 development agenda and climate change, and by focusing on the difficulties and challenges of developing countries, African countries and the least developed countries in particular. |
| 第三，構(gòu)建弘揚(yáng)多元文明的伙伴關(guān)系。金磚國(guó)家合作的成功充分證明，不同社會(huì)制度可以相互包容，不同發(fā)展模式可以相互合作，不同價(jià)值文化可以相互交流。我們要堅(jiān)持開放包容，在交流互鑒中取長(zhǎng)補(bǔ)短，在求同存異中共同前進(jìn)。 | Third, we need to build a partnership for inter-civilization dialogue. The successful cooperation of the BRICS countries proves that different social systems can accommodate each other, that different development models can work with each other and that different values can draw on the strength of each other. We should stay open and inclusive so as to learn from each other and make progress together through seeking common ground while putting aside differences. |
| 金磚國(guó)家分處四大洲、地跨南北半球，具有獨(dú)特地理優(yōu)勢(shì)，我們要利用好這一優(yōu)勢(shì)，積極開展同其他國(guó)家和國(guó)際組織對(duì)話和交流，分享合作成果。要加強(qiáng)同其他新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家團(tuán)結(jié)合作，不斷壯大我們的力量，擴(kuò)大金磚國(guó)家代表性和影響力。 | Located in four continents and two hemispheres, the BRICS countries have unique geographical advantages. We should make good use of such advantages by actively conducting dialogues and exchanges and sharing the achievements of cooperation with other countries and international organizations. We will build up our ranks and boost our representation and influence if we can enhance our solidarity and cooperation with other emerging markets and developing countries. |
| 第四，構(gòu)建加強(qiáng)全球經(jīng)濟(jì)治理的伙伴關(guān)系。國(guó)際經(jīng)濟(jì)規(guī)則需要不斷革故鼎新，以適應(yīng)全球增長(zhǎng)格局新變化，讓責(zé)任和能力相匹配。我們要共同致力于提高金磚國(guó)家在全球治理體系中的地位和作用，推動(dòng)國(guó)際經(jīng)濟(jì)秩序順應(yīng)新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家力量上升的歷史趨勢(shì)。推動(dòng)改革國(guó)際貨幣基金組織治理結(jié)構(gòu)，增加新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家代表性和發(fā)言權(quán)。倡導(dǎo)建設(shè)開放型世界經(jīng)濟(jì)，支持多邊貿(mào)易體制，推動(dòng)多哈回合談判維護(hù)新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家的正當(dāng)權(quán)益，確保各國(guó)在國(guó)際經(jīng)貿(mào)活動(dòng)中機(jī)會(huì)平等、規(guī)則平等、權(quán)利平等。 | Fourth, we need to build a partnership for more effective global economic governance. International economic rules need constant updating in order to reflect changes in global growth pattern and ensure that a country's responsibilities are commensurate with its capabilities. We need to work together to enhance the stature and role of the BRICS countries in the global governance system, and help shape the international economic order in such a way that conforms to the historical trend of rising emerging markets and developing countries. We should promote reform to the governance structure of the IMF and increase the representation and voice of the emerging markets and developing countries. We should champion an open global economy, support the multilateral trading regime, take the Doha Round negotiations forward in a way that upholds the legitimate rights and interests of the emerging markets and developing countries, and ensure countries equal access to opportunities, rules and rights in international economic and trade activities. |
| 金磚國(guó)家要加強(qiáng)在信息安全和互聯(lián)網(wǎng)管理方面合作，共同構(gòu)建和平、安全、開放、合作的網(wǎng)絡(luò)空間，爭(zhēng)取平等參與互聯(lián)網(wǎng)治理權(quán)利。移民問題同金磚各國(guó)經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定密切相關(guān)，我們也應(yīng)該加強(qiáng)這一領(lǐng)域交流合作。 | The BRICS countries need to strengthen cooperation in information security and Internet management, jointly foster a peaceful, secure, open and cooperative cyberspace, and strive for equal rights to participate in Internet governance. We should also enhance our exchanges and cooperation on migration, an issue that is closely related to economic development and social stability of the BRICS countries. |

| 正如我剛才提到的，我們各自國(guó)家發(fā)展都面臨新的機(jī)遇和挑戰(zhàn)。金磚國(guó)家發(fā)展階段相似，所面臨的機(jī)遇和挑戰(zhàn)也有一定相通之處。我們應(yīng)該加強(qiáng)治國(guó)理政經(jīng)驗(yàn)交流，增進(jìn)彼此了解，加強(qiáng)學(xué)習(xí)借鑒，共同探索解決問題的辦法。 | As I said earlier, all our countries have before them new opportunities and challenges in their respective national development. With similar stages of development, the BRICS countries may share somewhat similar features in their opportunities and challenges. It is, therefore, necessary for us to compare notes in our respective governance, increase mutual understanding and mutual learning, and work together in search of solutions. |
| 當(dāng)前，中國(guó)正在協(xié)調(diào)推進(jìn)全面建成小康社會(huì)、全面深化改革、全面依法治國(guó)、全面從嚴(yán)治黨，規(guī)劃了在新形勢(shì)下治國(guó)理政的戰(zhàn)略目標(biāo)和戰(zhàn)略舉措。 | As for China, we are now making coordinated and comprehensive efforts to finish building a moderately prosperous society in all respects, deepen reform, advance the rule of law and strictly enforce party discipline. We have laid out strategic goals and strategic steps for China's governance under new conditions. |

As a Russian proverb goes, "The road to success is always bumpy and tortuous." So let us embark on this journey together, work hand in hand to build a closer partnership among the BRICS countries and create an even better future for us all. |
