Shandong deputies discussed their proposals right before attending the 12th National People's Congress (NPC) in order to refine their suggestions.
Liu Jun, superintendent of Tai'an Central Hospital has been rooting for the establishment of basic level health centers.
"Doctors in township clinics are junior college students. Sometimes there will be one or two undergraduates; however, they will leave for a better place within one to two years," Liu Jun said, "There were rarely any patients in the township and community clinics. And it is hard to keep talent without having anyone to take care of."
He suggested that the government set up special funds to support medical students and sign contracts with them, encouraging them to work in basic level hospitals. Besides, big hospitals should arrange their talent so as to communicate with basic level hospital doctors.
Deputies Sun Pishu and Liu Zongli expressed their opinions on the transformation and upgrade of traditional industries.
Liu said that traditional industries can experience a vigorous revival through new and high technology. "Many steel companies have transferred into a solar-powered industry through modern technology," Sun said. Deputy Ma Chuanxian said that the combination of companies, universities and scientific research institutions is not very tight. The research that focuses on enterprises is currently still in an exploratory stage.
During the 12th National People's Congress session, Shandong deputies will propose suggestions on re-adjusting industrial structure, environmental protection and government function transformation, as well as on food and drug safety, medical reform and education equality.
