At 18:30 on September 15, the 10 kV transitional guarantee power supply project of Xiamen Times New Energy Battery Industry Base Project (Phase I) successfully delivered power for the first time. As the largest transitional power supply project for industrial enterprises in Xiamen in recent years, it only took 45 days from construction to power delivery, which shortened the construction period by half compared with the original plan and set a new pace in the construction speed of the special zone. The project has further accelerated the power supply to other key projects and shortened the time required for first power delivery.
"Professional and efficient, the electricity service is too fast to imagine. It shows me how quick the ‘quick power connection' can be." Luo Jinlong, project leader of Xiamen Times New Energy Battery Industry Base, said with emotion.

"Quick power connection" is given top priority by State Grid Fujian Electric Power. In order to ensure electricity consumption in the shortest time and with the highest efficiency, State Grid Fujian Electric Power actively improves supporting projects, strengthens the full-process management and control of high-voltage users from application to power supply, arranges exclusive account managers for key projects such as the "five batches" in Fujian Province, meets customers' needs for power distribution and improves the efficiency of the entire process from power application to power consumption.
On September 26, the 110 kV substation built by Fujian Jingfeng Co., Ltd. was successfully put into operation one month ahead of schedule. "The construction of the substation benefited from the ‘pre-prepared' service implemented by the power supply agency." The person in charge of the company said, "In May, we uploaded the construction planning permit filing to the approval management system for engineering construction projects in Fuzhou. Before we could submit the application, the power supply agency took initiative in contacting us and guiding us in preparing a power supply plan."
In order to further speed up power transmission to customer projects, State Grid Fujian Electric Power fully implemented pre-service and carried out "pre-prepared" electricity business processing. By connecting the power marketing business application system with the government project approval platform, it automatically obtains information on large and medium-sized enterprise projects approved by the government. In this way, it collects customers' electricity needs in advance and starts preparations such as data collection, power supply plan preparation, and supporting project construction in advance, further shortening the processing time, and accelerating the commissioning and power transmission of new projects.
In addition, State Grid Fujian Electric Power promotes door-to-door power delivery for enterprise customers, services accessed by residential customers through face recognition, and "cloud acceptance" of power projects to ensure seamless connection between customer application and installation and further shorten the time for power transmission.
By optimizing the relevant procedures for electricity application, State Grid Fujian Electric Power has reduced the original 7 steps of the high-voltage power supply process to 3-4, and the steps of the low-voltage power supply process to 2, to meet customers' electricity needs in the shortest time and with the highest efficiency.
'One-stop Service' Optimizes Customer Experience
On July 10, at the Longjin Power Supply Business Hall of the State Grid Qingliu County Power Supply Company, Chen Chunlong, the person in charge of Fujian Huayu Agriculture and Animal Husbandry Technology Co., Ltd., was helped by the staff to submit a business application and related materials through the "One-stop Service" column of the power supply business of the "State Grid Online" APP. Soon, he changed the name and VAT information in one go.
In March this year, State Grid Fujian Electric Power, as a pilot unit of the State Grid Corporation of China, began to promote one-stop services in the power supply business. It focuses on high-frequency power business and launches 6 "One-stop Service" packages including "transfer + capacity increase", "name change + VAT information change". The past model of separately surveying the site and signing a contract for each application has been upgraded to a model of handling multiple businesses through "one login and application, one site survey, and one contract signing". The innovative model of "Joint Service Supermarket for Optional Businesses" further expands the "1+N" multi-service joint application scenarios of transfer business, support low-voltage customers to freely select and handle 7 related matters at the same time, and improve service efficiency and customer satisfaction. .
From March to September, State Grid Fujian Electric Power accepted a total of 33,000 orders for the "One-stop Service" package business. Compared with the separate processing model, customers' application materials are streamlined by more than 61% on average, and the processing steps are reduced by more than 46% on average.

Customers can handle electricity-related business across provinces, networks, and regions through a combination of online and offline methods.
At present, State Grid Fujian Electric Power has cooperated with the five provinces of Fujian, Zhejiang, Guangdong, Jiangxi, and Anhui for "cross-province and cross-network" power services, and has set up 29 special channels for "cross-provincial power service" in Nanping, Longyan, Ningde, and Zhangzhou. From March to September, a total of 283 cross-provincial or remote services were provided.
Technological Innovation Improves Power Supply Reliability
At 18:00 on August 9, live workers from State Grid Shaowu Power Supply Company completed the replacement and installation of the 10 kV "three-remote" switches along the broken line through bypass live work. This is the first time that the company has maintained the line through 10 kV bypass live operation, which ensures normal power supply to 8 nearby mushroom cultivation bases and more than 600 residents.
"I saw power workers working on the poles from a distance, but there was no power outage in our area, so I realized that this was live work. We were baking mushrooms in the hot August. If there was a power outage and fresh mushrooms were not been baked in time, they would spoil." Xiong Changfu, a mushroom farmer, said, "Now that electricity is reliable, we are more confident in increasing our income from edible mushrooms."
State Grid Fujian Electric Power adheres to the concept of "non-power outage is the best service". While building a strong smart grid and improving the quality of power supply, it also strengthens the management of planned power outages in the main network and distribution network, accelerates the construction of demonstration areas with "zero planned power outage", builds a city-county integrated development system that operates without power outages, accelerates the transformation and upgrading of 10 kV live working, promotes 0.4 kV low-voltage live working projects, advocates live working in distribution networks, and improves power supply reliability.
Starting from October 1, Quanzhou has added three "zero planned power outage areas", namely the Jinxiu Jiangnan - Lion Mountain section in the eastern area of Qingmeng Development Zone, the Shishi World Trade section, and the Jinjing Shuicheng section in Jinjiang, covering 20,800 households. Canceling the 10 kV planned power outage in the "zero planned power outage zone" means that except for power outages caused by force majeure such as strong convective weather and power outages due to arrears, users in this area will not be troubled by power outages, and their trust in power supply will be greatly improved.
State Grid Fujian Electric Power has built an advanced distribution network with "highly reliable power supply, highly aggregated power sources and loads, highly integrated information, and high-quality services" and upgraded the distribution network into an advanced energy allocation hub and energy service platform. In addition, power grid maintenance is supported through live operations and rapid high- and low-voltage networking, and planned power outages are canceled in batches to continuously improve power supply reliability. Up to now, State Grid Fujian Electric Power has built a total of 33 "zero power outage demonstration zones", benefiting 882,000 users.
